Head of Growth, Planning, and Climate – Moray Council

Lead the Future of Sustainable Development

Are you ready to shape the future of Moray? Moray Council is seeking an inspiring Head of Growth, Planning, and Climate Services to join our leadership team.

We are looking for a dynamic individual who supports the development of a customer/user-centred, high-performance culture. In this vital role, you will have the responsibility and authority to drive service improvement and transformational change across economic development, growth, planning, and climate initiatives.

Revitalising and growing the economy is key to a prosperous Moray, which has a growing reputation for being welcoming to developers—attracting and retaining vibrant high-value businesses, jobs, and people in the area, as well as optimising Moray’s contribution to the wider Scottish economy and enabling Moray to build on its unique assets and identity.

This is an exciting opportunity for Moray to build an increasingly prosperous and resilient economy.

Creating the environment to support this across an increasingly complex statutory, partner, and funding landscape is vital. This role will support the Council in creating cohesion in how it utilises its own, as well as government, partner, and private sector resources to effectively deliver on this agenda, bringing investment in physical assets, infrastructure, public realm, and flagship projects—creating jobs and promoting Moray across key sectors to help address the low-wage economy.

We require leaders who can work with others to proactively adapt the Council’s ways of working, respond to the changing needs of residents, and take advantage of emerging opportunities.
