We’re looking for an influential and forward-thinking Head of Financial Management, Reporting and Transformation to join our Finance, Commercial and Estates Directorate at the NHS Business Services Authority (NHSBSA).
If you’re CCAB qualified, have extensive experience in financial management, and thrive on partnering and influencing at a strategic level this could be the perfect opportunity for you.
In this role, you’ll lead finance teams and play a key part in evaluating business cases for capital expenditure, as well as other major schemes. Reporting to the Director of Finance, and acting as deputy when needed, you’ll work collaboratively across the organisation to support NHSBSA’s strategic goals and deliver services that offer the best value to the taxpayer.

As Head of Financial Management, Reporting and Transformation, you’ll lead a broad portfolio of responsibilities including:
- Overseeing financial reporting, assurance, planning, governance, and performance monitoring across NHSBSA.
- Leading financial transformation activities that deliver long-term sustainability and value for money.
- Managing strategic relationships with key partners including DHSC, NHS England, HM Treasury, and external auditors.
- Providing expert financial advice and assurance on major projects, business cases, and investment decisions.
- Driving continuous improvement across finance functions, ensuring compliance with government standards.
- Supporting the development of financial strategy and business planning aligned to NHSBSA’s goals.
- Leading and mentoring teams through change, fostering a culture of collaboration, innovation, and excellence.

In this role, you are accountable for;
Financial Business Planning and Assurance
Responsibilities

Financial Business Planning and Assurance
- Design and coordinate the NHSBSA’s annual financial business planning process to produce coherent, consolidated financial plans, working with strategy and business planning leads to deliver the required resources for the organisation.
- Liaise with NHSBSA Directors, Leadership Team and directorate management to understand strategic aims and operational imperatives, informing the production of plans for Board approval.
- Evaluate and produce alternative scenarios and what-if analyses based on key risks and opportunities.
- Lead discussions with third parties (e.g., DHSC, NHS England) on business planning requirements, ensuring plans are submitted on time and in the required format.
- Interpret policy initiatives or strategy from DHSC/NHSE, advising on complex financial risks to create deliverable financial plans that meet goals/outputs and financial standards and control needs.
- Provide SME support to the NHSBSA Financial Transformation team to define and develop medium- and long-term financial strategy.

Performance Monitoring and Departmental Financial Management
- Develop and maintain the financial aspects of the NHSBSA governance and performance management framework, monitoring performance against plans and the effectiveness of financial controls across directorates, capex, major projects, and income streams.
- Provide regular reporting and advice on financial performance and controls compliance to the Director of Finance, Leadership Team and NHSBSA Main Board, including supporting financial reporting systems.
This involves holding budget holders to account, agreeing action plans to resolve variances, and ensuring risks and recommendations from audits and risk assessments are acted upon and mitigated. This may involve addressing contentious and sensitive issues.

Continued Financial Management
- Oversee overall financial management across NHSBSA, building strategic internal customer relationships and leading a team of finance business partners to understand plans, opportunities, issues, and risks of each area.
- Where required, liaise with NHSBSA directors/CEO to lead resolution of major financial risks and issues, facilitating dialogue and stakeholder engagement to find solutions.
- Provide SME support to Directors/Heads of Service to develop and deliver operational plans.

Business Cases, Project Evaluation and Assurance
- Implement the NHSBSA business case approval process for all in-scope capital and revenue expenditure, in line with Green Book, Managing Public Money and Business Case Guidance.
- Advise on complex business cases, including defining and capturing financial benefits.
- Provide financial leadership and assurance over NHSBSA strategic transformation programmes.
- Review business cases for financial performance (NPV, payback, cash impact) and risk; report to NHSBSA Main Board with independent evaluation of costs, benefits, risks and strategic fit.
- Evaluate projects during and post-implementation, reporting performance against original plans to the Leadership team.
- Review contracting-out documentation to ensure benefits delivery at acceptable risk; work with senior staff and third parties to maintain delivery.
- Lead on financial approval of business cases through Assurance Groups across NHSBSA.

Financial Transformation and Value
- Lead the financial transformation portfolio, aligning with corporate strategy and delivering long-term financial sustainability for NHSBSA and the NHS Pension Scheme.
- Develop costing, benchmarking and service value metrics, embedded across core services and pension administration.
- Drive innovation in financial service delivery using data, digital tools and best practice to improve efficiency and transparency.

Financial Reporting
- Ensure compliance with the annual financial reporting cycle and the control environment.
- Manage the closure of the NHS Pension Scheme and NHSBSA year-end accounts, liaising with the NAO and Audit & Risk Committee; apply complex accounting judgments under international standards.
- Maintain a framework for accurate financial accounting records within statutory/DHSC requirements and internal governance needs.
- Oversee the accounting framework and ensure appropriate control environment across NHSBSA.
- Provide advice on complex corporate issues with specialist accounting knowledge related to the NHS.

Third Party Assurance
- Collaborate with the Head of Commercial Services to manage third-party/outsource risks.
- Provide financial assurance and transparency to internal and external stakeholders regarding supply chains and contracts.
- Ensure robust financial control procedures and reports meet audit and assurance requirements.

Financial Sustainability
- Maintain NHSBSA as a going concern through effective planning, efficiency and benefits realisation; implement governance to identify and deliver financial efficiencies for value for money.

Strategic Relationship Management
- Build and maintain effective relationships with strategic partners, customers, and stakeholders to sustain income and growth for NHSBSA.

- Such other duties as may be assigned by the Director of Finance and/or the Chief Executive. Deputising for the Director of Finance where relevant.
