Job description

We are working closely alongside a Local Authority in Hillingdon to assist with the appointment of a Head of Finance Homes & Communities on a 3-month contract, highly likely to be extended at the client's discretion. Please apply with your CV for immediate consideration.

Rate of Pay: £537.37 - £749.00 per Day

Responsibilities:

1. Support the development of a strategic vision for the service to enable the council to meet its future challenges and objectives.
2. Undertake a lead role in the development and implementation of the Council's financial strategy, including the development of complex financial models as required.
3. Draw on an in-depth knowledge of Council services and the related financial complexities to ensure the provision of systems and procedures that enable effective budgetary control.
4. Drive the delivery of productivity and efficiency improvement and cost reduction plans across the Council aligned to the transformation strategy.
5. Act as a key financial advisor and service delivery partner for internal and external stakeholders, providing strategic support and constructive challenge through exercising negotiation and influencing skills.

Qualifications:

1. Fully qualified Accountant - CIPFA, ACCA, CIMA
2. Educated to degree level or equivalent
3. A minimum of 3 years post-qualification experience in relevant service areas
4. Evidence of post-qualification continuing professional development

Experience Required:

1. Significant experience in the preparation of annual budgets and final accounts for local authorities.
2. Experience in a senior management role with direct management of professional and managerial groups in areas of service responsibility.
3. Successful participation at senior management level in developing and delivering strategies, policies, and programmes within relevant statutory and policy requirements.
4. Formulating, leading, and implementing successful strategies and programmes crossing service or professional boundaries.
5. Leading and managing change in a large multidisciplinary organization and taking a lead role in the financial aspects of service improvement and transformation programmes.

Knowledge and Skills:

1. Understanding of accounting principles and practices necessary to provide financial control and support the Chief Finance Officer's statutory responsibilities.
2. Ability to use professional judgment effectively in managing the financial affairs of the group with minimal recourse to senior staff.
3. Ability to analyze and clearly present financial information appropriately to recipients.
4. Knowledge of the Council's core objectives.
