Rochdale is an ambitious Council with noticeable regeneration and growth within its Capital Programme but it also recognises the challenges ahead for demand led services and has a transformation programme aligned to support services into the future. Through this transformation, a new Head of Finance role has been established to support Adult Social Care transform their operations with the resident at the heart.

The role offers the chance to make a real difference to the Borough, directly supporting the Deputy Chief Finance Officer (Deputy s151) and Service Director with ongoing service provision, be the financial lead into the Adult Social Care transformation programme and development of the Finance Service.

As well as responsibility for the delivery of accurate and robust financial information to support the Council’s statutory and business critical financial functions (including Budget Setting, Budget Monitoring and Closure of Accounts), the role includes preparing financial appraisals and business modelling, development and line management for the Adults finance team and to support on the development of the finance service including the increased use of technology. This is the ideal role for an experienced finance professional seeking a new and varied challenge.

Key activities include:
  1. Providing strategic direction, leadership and management to the delivery of finance service.
  2. Contribute to the development and implementation of the Medium Term Financial Strategy.
  3. Produce and present high level specialist financial advice, reports and information to members and officers to support effective decision making.
  4. Support and develop individuals and teams to ensure they achieve their potential and maximise their contribution.
  5. Lead on the development and delivery of the finance service.
  6. Develop strong and influential relationships with partners and external national and regional organisations.
  7. Deputise for the Deputy Chief Finance Officer.

About you
The successful candidate will be qualified under one of the recognised CCAB professional accountancy bodies with financial management experience within a large organisation. Plus the ability to work in a pressurised environment, delivering priority work in a timely and accurate manner and experience of working with senior stakeholders including Members.
