Hays Specialist Recruitment is delighted to be working with the NI Assembly, based in Belfast. The organisation's estate includes historic buildings, statues, parks, green spaces, playgrounds, and adventure trails.

Your new role

This is a contract position working full-time hours for an initial period of months, based at the client site in East Belfast. As the Head of Facilities Management, you will report to the Director of Corporate Services with the responsibility to:

  • Ensure that Parliament Buildings are maintained in a manner befitting their listed status and in accordance with all relevant building-related legislation;
  • Ensure that catering, cleaning, housekeeping, and related services meet the needs of all building users; and
  • Help meet the Assembly's commitment to being an exemplar organisation in all matters related to sustainable development.

To do this, you will:

  • Lead on the project management of all building and construction-related works projects;
  • Lead the development and implementation of the plan for routine and preventative maintenance for Parliament Buildings;
  • Deliver reactive maintenance in a timely and effective manner;
  • Manage the establishment and oversight of all building-related contractual arrangements;
  • Lead on the Assembly's commitment to sustainable development;
  • Have responsibility for statutory compliance with all building-related legislation (including Health and Safety legislation);
  • Provide specialist advice on all the services delivered by the post;
  • Identify the resources needed to deliver all the services required and use those resources efficiently and effectively;
  • Lead and manage staff in delivering excellent services;
  • Manage information and records in accordance with established policies and statutory requirements.

What you'll need to succeed

To be eligible for this position, you must meet the following criteria:

  • A professional qualification in a building-related discipline and at least 3 years’ experience in each of the following areas; OR
  • Hold a Level 4 or equivalent in building maintenance, construction, facilities management, or project management AND at least 5 years’ experience in each of the following areas:
  • Delivering building-related work projects to deadlines and budgets, with regard to statutory obligations;
  • Delivering all building maintenance, including developing and implementing a structured Planned Preventative Maintenance (PPM) programme;
  • Delivering catering, cleaning, housekeeping, and related services for a building or buildings with more than 200 daily users;
  • Managing procurement and contract management of all property-related expenditure.

Salary range: £62,549.37 per year, working 37 hours per week, Monday to Friday.
