Job description

We are seeking a highly experienced and proactive Head of Estates and Facilities Management to establish and lead the Estates and Facilities function within the Infected Blood Compensation Authority. As a newly formed organisation, this is a unique opportunity to shape our physical environment and ensure it effectively supports our critical operations and the well-being of our staff.

Opportunities to move to the new Infected Blood Compensation Authority (IBCA)

At the moment all IBCA roles are hosted by Cabinet Office within the Civil Service. However, once IBCA becomes operational, it is anticipated that most of these roles will transfer to IBCA, which is a new Arms Length Body (ALB) separate from the Cabinet Office. Roles that transfer to IBCA from Cabinet Office will maintain the same or substantially the same terms and conditions of employment that are overall no less favourable. It is anticipated that employees who move from Cabinet Office to IBCA will be able to continue to participate in the Civil Service Pension arrangements with no break in their pensionable service. Roles commencing after IBCA has become operational will be with IBCA itself on similar terms and conditions. All successful candidates will receive full details of the terms and conditions of employment for their role with their formal job offer.

Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA’s work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.

The Head of Estates and Facilities Management will lead the strategic management and operation of the estates and facilities within the Infected Blood Compensation Authority (IBCA). This critical role ensures that all estate assets are fit for purpose, compliant with health and safety standards, and aligned with the organisation's operational needs. You will work collaboratively with various stakeholders to ensure effective service delivery, optimising resources to achieve value for money.

Key Responsibilities:

Strategic Leadership

  • Develop and implement a comprehensive estates strategy that supports the IBCA's operational priorities, including office locations.
  • Identify and drive opportunities to enhance performance, reduce costs, and improve the overall efficiency of estates operations.
  • Contribute to the Authority's strategic decision-making processes, ensuring that estates considerations are integrated into broader planning.
  • Foster a positive and inclusive team environment that promotes wellbeing, collaboration, and a supportive culture aligned with departmental values.

Operational Oversight

  • Oversee the effective delivery of the estates portfolio, ensuring facilities are well-run and meet required quality standards.
  • Manage the operations of office spaces and other facilities, including security, facilities management, cleaning, IT, and audio-visual services.
  • Ensure compliance with regulatory requirements, focusing on a whole-life approach to reduce future maintenance costs.

Stakeholder Collaboration and Operational Management

  • Work closely with internal stakeholders, including Legal Operations, Human Resources, and Engagement teams, to understand and address their estates requirements.
  • Collaborate with cross-functional teams to manage interdependencies between estates and other operational areas, ensuring seamless integration and alignment.
  • Engage with external stakeholders, such as the Cabinet Office and Government Property Agency, to ensure alignment with their guidance and directives.
  • Manage the day-to-day operations of office spaces and facilities, ensuring efficient and effective service delivery to support the IBCA's objectives.

Project Management

  • Lead the delivery of estates projects, ensuring they are completed on time, within budget, and to the required quality standards.
  • Collaborate with cross-functional teams to understand and address interdependencies between estates and office locations.

Contract and Supplier Management

  • Maintain strong working relationships with delivery partners, suppliers, and the Government Property Agency.
  • Monitor contract and supplier performance, implementing appropriate commercial management tools and techniques to ensure delivery and value for money.

Team Leadership and Development

  • Lead and manage a team of estates professionals, fostering a collaborative and high-performing team environment.
  • Develop and upskill team members, ensuring clear accountabilities and effective management of responsibilities.

Reporting and Governance

  • Contribute to regular and ad hoc briefings/reports for senior managers, highlighting risks, issues, and mitigation measures related to estates performance.
  • Work effectively within the relevant governance mechanisms and controls framework for estates management.
