Job description

Head of Estates And Countryside Management

Location: Brecon, Powys, LD3 7HP

Salary: Grade 13 £48,710 - £52,805 per annum

The Role

The Head of Estates and Countryside Management is a key post responsible for the leadership and development of BBNPA as a centre of excellence in the management of their own estate land to lead on their capital works programmes and across the landscape of Y Bannau for nature and recreation. The role will plan and deliver programmes of works as well as site warden provision and management of their depot and other sites to ensure the efficient delivery of a range of services to support; sustainable and safe visitor management, inclusive access and rights of way, community and landowner engagement, nature recovery projects and land management for conservation and biodiversity.

The post will advise the National Park Authority on sustainable land and asset management, visitor management, accessibility and visitor safety. The post holder will develop and deliver a programme of work, collaborating internally and externally to build partnerships and approaches to Park Management that support the delivery of their Management Plan Missions, through:

* Providing leadership and coordination of activities and ensuring effective procurement, design, delivery and project management

* Developing internal and external partnerships and supporting the development of external funding bids and grant programmes

* Local engagement and delivery through supporting the wardens team in their role as a local point of contact and supporting the creation and delivery of local networks and partnerships to support spatial area delivery and collaboration

* Guiding policy on developing strategies and action plans including playing a key role in the creation and management of an internal land asset management system and database

* Planning and oversight of their capital works programmes, to maintain their sites and ensure safety. Including the oversight of work plans, procurement, contracts and tenders, permits to work and contract management

* Working with the rural surveyor and Head of Commercial Management to develop management plans for key sites within their estate that supports nature, income generation, inclusive access and educational opportunities

Skills and Qualifications

* Knowledge of concepts, principles and practices gained through extensive experience and development in Access and Rights of Way, Park Management, delivery of capital works programmes, Land Management for conservation.

* Insight into the relationships between the fields and other land use sectors including forestry, agriculture, visitor safety and recreation how these may be harnessed/nurtured for nature recovery.

* Knowledge of wider social, environmental and climate change issues

* Educated to degree level or equivalent in a relevant discipline

* Membership of appropriate professional body or evidence of continuing professional development (CPD)

* Substantial direct experience and knowledge of countryside management, access and rights of way legislation, health & safety in particular relating to construction projects and visitor safety

* Substantial experience and track record of managing the delivery of high quality services, projects and initiatives

* Demonstrable experience in building, managing and developing individuals and successful teams

* Substantial management experience in a complex and changing environment

* The ability to analyse complex situations, think strategically and see linkages between area of work

* Strong track record of partnership building and driving value for money Strong negotiator with the ability to work effectively with people from a variety of sectors and backgrounds
