Education/Qualifications
Essential criteria
- Masters Degree in Disaster Management or equivalent experience
- Diploma in EPRR or equivalent
- Evidence of continued professional development.
- Evidence of Contract management
Desirable criteria
- Membership of the Emergency Planning Society
- Qualification in Quality Improvement methodology or equivalent
- Post graduate diploma in Risk Management or equivalent
- Training qualification or equivalent
Experience
Essential criteria
- Substantial senior management experience within the NHS
- Demonstrable experience of strategic planning and project management
- A strong track record of managing risk
- Designing and implementing specialist training packages
- Demonstrable experience of leading major incident exercises and real incidents when they occur
- Experience in interpreting national policy for implementation and developing and implementing internal policy.
- Experience of reporting requirements to the ICBs, NHS England and other relevant authorities.
- Leadership experience in working with executive and senior colleagues including managing and presenting complex information and messages
- Experience of managing complex and contractual relationships
- Experience of working with stakeholders - external and internal.
- Able to compile, analyse and report on complex data in a manner that can be easily understood.
- Able to develop and deliver training interventions responsive to the needs of the audience.
- Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.
- Ability to understand a broad range of complex information quickly and making decisions where opinions differ/no obvious solution

Skills and Knowledge
Essential criteria
- Has current and exceptionally broad knowledge of the whole NHS context
- Exceptional knowledge of Emergency planning/Major incident/Chemical, Biological, Radiological and Nuclear (CBRN)/Business Continuity policies, strategies, plans and guidance
- Complete knowledge of Pandemic flu national plan and guidance
- Complete understanding of risk management analysis in order to ensure that emergency planning functions within organisations are undertaken within this wider context
- Strong budget management skills
- Able to analyse complex problems and to develop practical and workable solutions to address them
- A proven credible and influential communicator with excellent networking and negotiating skills and the ability to collaborate constructively with internal and external partners to create the conditions for successful partnership working
- Attention to detail
- Confidence in chairing CLCH and multi-agency meetings and ensure follow up action taken
- Excellent personal organisational and motivational skills in order to ensure that priorities are set and deadlines achieved in relation to regular reviews and updates of policies, strategies, plans and other key documents
- Ability to use Microsoft Office applications and internet for research and legislation
- Working knowledge of other Windows based packages eg: PowerPoint, Excel, Word etc
- Well-developed analytical skills applicable to the delivery of complex data analysis and ability to manipulate, interpret, compare and present such information to different audiences
- Evidence of excellent, written, verbal and presentation communication skills, effectively relaying and receiving complex information, across a wide range of groups, ensuring messages are clear and understandable
- Working knowledge of the NHS
