Senior Vice President | Mastek (UK) Public Sector - Head of Design & Engineering, Critical National Services

Mastek (UK’s) Secure Government Services business has been instrumental in delivering and improving the systems and technology that underpin Critical National Infrastructure of our country.

We have delivered technology solutions, platforms and capabilities to UK Government securely in the areas of Public Protection, Immigration, Borders, Trade, Forensics, and Defence, making us top 10 suppliers for digital capabilities to the Crown Commercial Service. Mastek’s SGS business has grown predictably and consistently in last 10 years, enhancing our customer’s reputation as our core principle.

Mastek is looking to bolster its existing high performing team with a leader for its Public Sector Business (SGS plus Healthcare) in the UK, with a particular focus on leadership in Designing, Architecting and Engineering of Large Public Sector Services and Programmes that have material positive impact to our customers, our people and our business.

Skills that we are looking for

Skills are expected to be recent and afresh, with demonstrable experience in last 5 years or so in:

  • Experienced in Managing, Delivering and Leading (Architecting, Designing and Engineering) policies of Critical National Importance, complex transactions and large programmes;
  • Technical Leadership in architecture, engineering, cyber security, DevSecOps in public cloud, and strategy in programmes launched by UK government;
  • Specific emphasis in experience areas of Mastek’s focus including large Digital Identity Services, Caseworking, and departmental or inter-departmental Data Orchestration and Integration is essential;
  • Specific emphasis in experience areas of Mastek’s focus including building national level products is essential;
  • Specific emphasis in experience on policies like Borders and/or Trade, Justice/Enforcement and Immigration is essential;
  • Operational Experienced leader in UK Public Sector Systems Integration, Continuous Integration and Delivery, Digital Applications and Channels and Data Exploitation;
  • Have significant experience in policies of UK Home Affairs;
  • Creating high performing and successful teams. A colleague who is strong at establishing relationships, experience of working in a global, multi-cultural environment;
  • Experienced in managing complex transactions with operational experience working with Government Senior Stakeholders SCS2 and above; Have helped enabling large-scale business and/or policy driven change;
  • Possess deep Technical, Operational and Commercial acumen of our industry;
  • Experienced in Government policies and approaches in Contract Management;
  • Advanced understanding of Public Sector ways of working and procurement approaches;
  • Demonstrable experience on managing large supplier/partners in delivering of complex and/or strategic initiatives;
  • Excellent influencing skills and credible track record in using these skills to drive successful results;
  • Great attention to detail, experienced in building robust business cases;
  • Experienced in setting up secure ways of working, infrastructure to government standards;

Job Description

While we’ll also learn from successful applicant and craft this together, this role essentially is to drive the (1) Value that Government clients can derive from Mastek (2) Designing and Architecting great services in the context of major government programmes, ways of working, culture and workforce operating and engineering methods, working with existing teams, and with the UK board. In this role, we expect the individual to:

  • Work into the Head of UK Public Sector;
  • Act as a technical leader to senior Customer stakeholders and our Mastek teams;
  • Provide clear technology strategy and roadmap, integrating effective product design into transformation outcomes;
  • Develop strategies for highly visible programmes, ensuring that product and solutions are deliverable, affordable and achievable;
  • Act as a trusted advisor to key Mastek stakeholders on the executive leadership board;
  • Lead and/or actively support in design, architecture, security and engineering and evolution of digital solutions and services in a delivery context;
  • Support and/or lead a culture of innovation that encourages the adoption of emerging technology to solve complex business problems;
  • Provide clarity of direction in complex environments like Critical National Importance/Infrastructure services; Review, advise and assure resilience of our critical platforms and services from a non-functional perspective ensuring design and engineering KPIs like maintainability, observability, availability, recoverability and Security are improved and sustained.
  • Develop and establish high technical and design standards to deliver change that meets departmental policies and outcomes; advise on sustaining healthy cultures within the product engineering discipline.
  • Demonstrate experience and acumen in managing complex programmes;
  • Apply your experience in playing a key role in development and maturity of highly sensitive and complex UK government services;
  • Demonstrate professional level competency in product development;
  • As needed, the role may need to lead and/or support specific client/departmental engagements in capacity of campaigns, operational leadership and/or sub-sector leadership to develop and enhance customer outcomes and value from engaging with Mastek;
  • Develop new and/or enhance existing propositions/proposals to customers via campaigns and/or public sector bids;
  • Flexible to travel within UK with occasional global travel;
  • Willing to undertake UK SC/NPPV3 Clearance and/or if needed DV clearance.
