Head of Delivery (Framework Manager) – Environment

Affinity Water and Essex & Suffolk Frameworks

We have an exciting opportunity for an experienced Head of Delivery (HoD) to lead operations within our Affinity Water and Essex & Suffolk Water frameworks. Based in Rickmansworth, you’ll manage large-scale, complex civil and MEICA engineering projects.

As our Framework Manager, you’ll report to the Regional Operations Director and oversee a significant programme of works valued at several million pounds.

Role Overview:

This senior role involves overseeing a high-performing team delivering water infrastructure projects, ensuring safety, timeliness, budget adherence, and quality. You’ll foster collaboration among clients, designers, delivery partners, and supply chain, while identifying growth opportunities. A focus on innovation, efficiency, and environmental responsibility is essential. This is a strategic leadership role with clear career progression within our succession plan.

Key Responsibilities:

  • Promote high HS&E standards at all times.
  • Collaborate with the HS&E team to instill positive safety cultures.
  • Support pre-construction team in bid pricing with risk and opportunities analysis.
  • Identify and mitigate risks across projects throughout their lifecycle.
  • Assist the commercial team in securing favorable contract terms.
  • Ensure governance and sign-off processes are followed.
  • Develop delivery strategies aligned with environmental goals.
  • Plan resources effectively, including succession planning.
  • Build relationships with the supply chain to support delivery.
  • Encourage strategic thinking and innovative problem-solving.
  • Lead and promote professional standards and best practices.
  • Work with other leaders to improve project delivery.
  • Maintain strong client relationships and align with strategic goals.
  • Manage stakeholder expectations and develop management plans.
  • Build trust with clients and stakeholders, acting on feedback.
  • Contribute to regional financial targets and ensure commercial performance.
  • Reduce delivery costs and promote efficiencies through innovation.
  • Understand commercial contracts, especially NEC, and manage P&L of projects.
  • Review and develop sub-contracts with strong negotiation skills.
  • Define team roles, responsibilities, and objectives.
  • Manage resources and relationships for efficient delivery.
  • Develop teams to match organizational structure.
  • Ensure performance standards through KPIs and improvement plans.
  • Collaborate with other delivery leaders to operate as one team.

Experience and Qualifications:

  • Effective staff development and employee relations skills.
  • Strategic planning and change management experience.
  • Proven HS&E performance record.
  • Experience across full project/programme lifecycle.
  • Knowledge of civil engineering and complex construction projects.
  • Accountability for business unit performance.
  • Effective facilitation of meetings.
  • Timely issue resolution and escalation.
  • Ability to make autonomous decisions.
  • Degree qualification preferred but not essential.
  • Knowledge of Water/Wastewater infrastructure sectors preferred.
  • Excellent communication skills, both oral and written.
  • Proficient in Microsoft Office.
