Job summary

The North East and North Cumbria Integrated Care Board (ICB) is seeking a Head of Commissioning to lead the Neighbourhood North team and drive high quality, financially sustainable commissioning across Northumberland, North Tyneside and North Cumbria.

You will work with nursing, medical and finance colleagues to deliver better outcomes, manage joint commissioning, and oversee major transformation programs while traveling across the region.

• Professional qualification at Masters' degree level or equivalent experience.
• Leading large scale transformation accreditation or equivalent experience.

Job description

We are seeking a dedicated and experienced Head of Commissioning to join ourNeighbourhood North team. At North East and North Cumbria Integrated Care Board, we arecommitted to providing high-quality care and support to our community.

The role covers the Northumberland, North Tyneside and North Cumbria areas, therefore you will be expected to travel around these areas.

Main duties of the job

The postholder will support the ICB's Commissioning group, working in the Neighbourhood North team.

The postholder will work as part of a multi-professional leadership team to drive forward the vision of the ICB through three identified groups, working closely with Nursing, Medical and Finance colleagues to support teams to work collaboratively and effectively towards shared goals.

The postholder will be responsible for providing strategic and operational leadership across a broad range of commissioning activities, ensuring that commissioned services are high quality, financially sustainable and deliver improved outcomes for local populations. Working closely with providers, clinical leaders, and system partners, you will lead programmes of service improvement and redesign as appropriate in line with the critical functions of an Integrated Care Board.

Our Integrated Care Board (ICB) is the largest in the country.

The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.

With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.

The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Job responsibilities

What you will do:

Maximise the opportunities provided by joint commissioning and co-production, including management of budgets to ensure the sustainability and transformation of services across primary and community services and the wider ICB.

Relationship Management with key contract holders.

Review and interpret national policy and contractual changes within the sector, seeking guidance from the Insights, Strategy and Policy group where required

Working collaboratively with the Insights function, ensure there is appropriate and timely intelligence, including hard data but also soft intelligence from stakeholder engagement to inform the commissioning of services

Ensure any development and transformation programmes demonstrate value for money for the current spend through tracking, managing and delivering agreed benefits

Qualifications

• Professional qualification at Masters' degree level or equivalent experience.
• Leading large scale transformation' accreditation or equivalent experience.

Knowledge and Experience

• Significant experience of commissioning and delivering and leading change to deliver required outcomes at a senior level.
• Significant NHS experience in commissioning, procurement or contract management.
• Experience of developing and implementing national policy.
• Experience of managing a team of people.
• Experience of working across organisations and with other agencies / sectors

Physical Skills

• Ability to meet travel and flexible working requirements of the role.
