Head of Assets (Electricity)

ESP Utilities is seeking a Head of Assets to manage relationships with ICPs and Developers for network build-out under the asset adoption process, ensuring compliance with statutory and regulatory standards.

This senior management role involves setting and maintaining policies, procedures, and technical standards, providing Tier 2 assurance of electrical processes, and possessing broad knowledge of electricity distribution, especially EHV networks, network development, and policy setting.

The role includes leadership responsibilities, liaising with the ESPUG Executive team and Board, leading a multidisciplinary team, fostering a culture of collaboration, safety, and high performance.

The candidate should be aware of regulatory changes (e.g., Access SCR, TCR) and actively engage with industry bodies like ENA and INA.

Role Purpose

  • Ensure networks comply with ESP standards, industry standards, and legislation.
  • Engage with industry and regulatory forums to manage regulatory reform risks and develop compliance strategies.
  • Identify and develop commercial opportunities, including battery storage, EV, and new technologies.
  • Contribute to operational, commercial, and regulatory decision-making as part of the senior management team.
  • Manage budgets and financial performance for asset management, ensuring cost-efficiency and quality.
  • Develop a strategic risk management framework for electricity assets.
  • Lead responses to network emergencies, ensuring swift recovery.
  • Represent ESPUG at industry forums and workshops.
  • Understand sector risks and lead industry innovation and future energy scenario planning.
  • Ensure safety and compliance through reporting and assurance frameworks.

Key Responsibilities

Ensure Electric Compliance by:

  • Maintaining policies and procedures for compliance.
  • Leading strategies for future network design to meet Net Zero targets.
  • Providing technical advice on code changes, risk mitigation, and action plans.
  • Setting policies and undertaking risk assessments.
  • Maintaining accurate asset records and conducting audits.
  • Reporting on compliance and assurance of assets.
  • Acting as the main HSE contact.
  • Supporting customers with EHV network design and safety standards.
  • Building relationships with stakeholders, regulators, industry partners, and clients.

Develop and Maintain Asset Management Policies and Accreditations:

  • Risk management and asset investment planning.
  • Ensuring asset maintenance and safety compliance.
  • Driving technological innovation in asset management.
  • Supporting design, land rights, emergency response, and customer guidance.

Maintain Accreditations:

  • ISO55001 accreditation.
  • Compliance with metering and statutory reporting.

Monitor Network Performance:

  • Performance monitoring and reporting.
  • Reporting risks and progress to the Ops Director.
  • Establishing KPIs for safety, compliance, and efficiency.

Key Skills

  • Experience with planning, design, delivery, operation, and maintenance of electricity distribution networks up to 132kV, ideally EHV.
  • Knowledge of regulatory and HSE frameworks.
  • Understanding of electricity network design principles and procurement.
  • Ability to oversee design, construction, and operation of EHV networks with qualified consultants and service providers.
  • In-depth knowledge of industry standards, recommendations, and legislation.
  • Qualifications: Degree in Electrical Power Engineering or equivalent; working towards or holding Chartered status.
