Job summary

Glasgow West Housing Association Ltd, based in Glasgow, seeks a Head of Asset Management and Compliance to lead the Technical Team and drive safety and service quality across mixed tenure homes.

You will develop asset management strategies, drive multi-tenure works on time and within budget, and build strong relationships with stakeholders to support evidence-based investment decisions.

Qualifications

The Role

We are looking forward to interviewing for the position of Head of Asset Management and Compliance.

This is a key role for an experienced professional with a background in property, technical services and/or asset management, who can combine strong technical knowledge with effective leadership, sound judgement and a commitment to delivering safe, high-quality homes and services for our mixed tenure communities.

You will lead and develop the Technical Team, ensuring that our property services meet the required technical, regulatory, compliance and customer standards. You will procure and drive forward significant multi-tenure works programmes on time and within budget, including external fabric and common repairs, component replacement, and cyclical maintenance.

You will play an important role in identifying property risks, driving service improvement, and supporting evidence-based investment and asset management decisions. You will bring with you strategic and technical leadership, demonstrate excellent customer care skills, and be an effective team player who works collaboratively across teams and builds strong relationships with stakeholders.

Key tasks include:

• Leading the Technical Team through a range of planned and ad-hoc works across common, cyclical and component replacement projects; to optimise compliance with regulatory standards and to meet GWHA business objectives.


• Developing and implementing effective Asset Management strategies / initiatives / KPI’s / policies / procedures / mitigating risk and demonstrating compliance with governance, legislative and regulatory requirements.


• Leading the preparation of procurement business cases in compliance with procurement strategy, ensuring timely preparation of work specifications and tenders / evaluations, to meet project planning and governance objectives.


• Leading the cross-service appointment of relevant consultants and contractors, development of service agreements / contract documentation and supporting ongoing performance management.


• Leading risk assessment, performance and compliance reporting and preparation of MC / governance reports.


• Leading organisational Health & Safety and Compliance (including routine PPM): Common Inspections (SCS), Roof and Gutter cleaning, AGS, Fall Arrest Systems, Lift Maintenance, Water, Electrical, Fire, and Office Safety.


• As Responsible Person for Asbestos and Legionella management ensure day to day alignment of technical and repairs services with the relevant management systems.
