Job description

Position: Head of Asset Compliance & Building Safety


Client: Northampton Partnership Homes


Salary: up to £75,000 per annum depending on experience


Length of Contract: Permanent


Northampton Partnership Homes is seeking a Head of Asset Compliance & Building Safety to join their senior leadership team to provide effective leadership and strategic oversight of statutory compliance, ensuring the organisation meets all legal and regulatory obligations related to property safety.


Northampton Partnership Homes (NPH) is an ALMO (Arms Length Management Organisation), wholly owned by West Northamptonshire Council but has its own management team and Board of Directors. They currently manage around 11,500 properties across Northamptonshire.

As Head of Asset Compliance and Building Safety, you will develop and implement effective compliance frameworks, ensuring robust governance, reporting, and risk management. You will oversee remedial works, drive continuous improvement, and foster a customer-centric approach, providing transparency and assurance to stakeholders including the Board and Executive Team. The successful candidate will foster an open and transparent culture and deliver the highest levels of safety and service.


Reporting to the Assistant Director of Asset Management, you will:


  1. Provide strategic and operational compliance leadership across all areas of the organisation.
  2. Develop and implement a corporate compliance framework, including strategies, policies, processes, and procedures, considering best practices and operational needs, ensuring compliance with relevant legislation and regulations.
  3. Support continuous improvement initiatives across the organisation.
  4. Deputise for the Assistant Director of Investment, attending meetings and leading the directorate when necessary.

The role covers compliance areas including but not limited to:


  • Asbestos management
  • Gas safety
  • Electrical testing (EICR, PAT)
  • Fire safety, including Fire Risk Assessments (FRAs) and statutory fire door inspections for buildings over 11m, as well as fire equipment servicing
  • Lifting equipment, including passenger lifts
  • Water management, including risk assessments and control regimes
  • Radon monitoring, carbon monoxide, and smoke detection within dwellings

Essential Requirements:


  • Degree or equivalent in Building Safety, Compliance, Asset Management, or related field
  • Recognised Health & Safety qualification (e.g., NEBOSH, IOSH)
  • Experience leading compliance in social housing, local authority, or property management
  • Strong knowledge of relevant legislation including the Building Safety Act 2022, Fire Safety Order 2005, Gas Safety Regulations, Electrical Safety Standards, Control of Asbestos 2012, and Water Management guidance
  • Experience managing large compliance programmes and teams
  • Proven track record in contract management, procurement, and supplier performance monitoring
  • Ability to develop compliance frameworks and policies
