About Anchor

Anchor is a leading provider of housing, care, and homeownership services across the UK. Our Resident & Building Safety team is committed to ensuring resident safety through rigorous asbestos management and compliance with the Control of Asbestos Regulations 2012.

The Role

We are seeking a Head of Asbestos to lead Anchor’s asbestos management programme, ensuring compliance with the Control of Asbestos Regulations 2012. Reporting to the Director of Resident & Building Safety, you will act as the Asbestos SME and Duty Holder, overseeing surveys, removals, and contractor management while embedding a compliance-first and customer-first culture.

This role involves technical leadership, resident communication, and liaison with regulators to ensure safe and compliant asbestos management across our properties.

Key Responsibilities

  • Act as the Asbestos SME and Duty Holder, ensuring compliance with CAR 2012 through surveys, risk assessments, and removals.
  • Maintain and update the Asbestos Register and Management Plan, ensuring accurate records.
  • Commission and manage asbestos surveys, removals, and air monitoring services, ensuring contractor compliance with UKAS and ARCA standards.
  • Communicate asbestos safety processes to residents and manage complaints sensitively.
  • Lead investigations into asbestos-related incidents, liaising with HSE and other regulators, and implement lessons learned.
  • Manage asbestos service budgets and monitor KPIs, compliance rates, and customer satisfaction.
  • Lead a high-performing team, fostering a culture of performance excellence and accountability.

About You

You are an experienced leader with expertise in asbestos management and compliance. You bring:

  • Deep knowledge of the Control of Asbestos Regulations 2012, asbestos risk management, and health and safety compliance.
  • Senior leadership experience in asbestos management, including contractor procurement and customer-focused service delivery.
  • Strong leadership, communication, and risk management skills, with the ability to lead incident responses and specialist inspections.
  • BOHS P402, P403, P404 qualifications or substantial experience with a commitment to achieve qualifications.
  • A Housing Management Qualification (CIH Level 4 or above) or commitment to achieve it, and a full, clean UK driving licence.
