Key Functional Responsibilities

Operational

  • Support procurement of scoping work on health services and resilience and translate outcomes into plans.
  • As senior work stream lead working internally and externally to deliver projects, initiatives and services to time and in a cost effective way.
  • Operate in a highly political and sensitive environment.
  • Support the portfolio of programmes in demonstrating value for money for the current spend through tracking, managing and delivering agreed benefits.
  • Deputise for the Head of Commissioning - Health & Justice, if required.

IMPORTANT INFORMATION, PLEASE READ:

All applicants must be willing to undertake National Security Vetting in order to work in a Prison Setting. This will be completed as part of the pre-employment checks through Oxleas and the prison vetting team.

Non-UK passport holders will need to have correct documentation (right to work in the UK) and a Home office Share code.

Address History:

5 years address history will be needed.

Applicants that are not UK Passport holders who provide less than 5 years UK address history will need to provide a Police Certificate which must be in English from where they resided previously.

Applicants who are UK Passport holders who have lived abroad for a period of more than six months during the last three years will need to provide a certificate of good conduct or an overseas police check in English from the countries resided in or visited

Essential criteria

  • Educated to a degree level or equivalent level of experience of working at a CCG or Regional level in specialist area.

Desirable criteria

  • Project management qualification e.g. Prince2.

Knowledge and Experience

Essential criteria

  • Experience of leading and delivering complex change and strategy development programmes in a politically sensitive and complex environment.
  • Extensive knowledge of specialist areas (e.g. offender healthcare), acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to degree level equivalent.
  • Evidence of continuing professional development.
  • Must have an understanding of the background to and aims of current healthcare policy as it relates to health and justice, and appreciate the implications.
  • Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations.

Skills and Capabilities

Essential criteria

  • Experience and/or understanding of the (South East) Health Economy
  • Experience of successfully operating in and delivering priorities in a partnership environment
  • Developed written and verbal communication skills.
  • Good presentational skills for conveying complex concepts.
  • Ability to use informed persuasion to influence others.

Desirable criteria

  • Awareness of relevant public and private sector business management best practice in their specialist field.
