Job summary

Group Preconstruction Planning Manager, Glasgow, Scotland

Key Responsibilities of the Role:

  • Reports for Group Head of Planning
  • Overall responsibility for pre-construction planning strategy across the Group, covering all tenders, PCSAs, Early Works and bid-stage programmes
  • Ownership of the tender and PCSA planning process, ensuring consistency, quality, and compliance across all regions and business units
  • Define, implement and continuously improve Group tender & pre-construction planning standards, methodologies and best practice
  • Act as the technical authority for bid and PCSA programmes, providing governance, challenge, and assurance prior to submission
  • Lead the review, validation and sign-off tender and PCSA programmes, including logic, sequencing, durations, milestones, and risk allowances
  • Ensure tender programmes are aligned with commercial strategy, construction methodology, procurement strategy, logistics and commissioning approaches
  • Develop and maintain standardised templates, narratives, assumptions registers and programme deliverables for tenders and PCSAs
  • Work closely with Estimating, Commercial, Construction, MEP, CSA, Design and Procurement teams to ensure fully integrated and credible bid programmes
  • Provide early planning input to bid strategy, risk reviews, value engineering, buildability assessments and option studies
  • Establish and manage planning inputs for external client audits, technical reviews and bid clarifications
  • Support the transition from bid - PCSA - live project, ensuring programme connueity and clear handover to project planning teams
  • Collaborate with the Group Planning Training & Development Manager to ensure planners can deliver high-quality tender and PCSA programmes
  • Define capability requirements, guidance and development pathways for planners involved in pre-construction and tendering activities
  • Mentor and technically support Senior, Project and Pre-Construction Planners involved in bids and PCSAs
  • Maintain up-to-date knowledge of industry best practice, client schedule specifications, DCMA principles and market expectations
  • Drive continuous improvement initiatives based on bid outcomes, client feedback, PCSA lessons learned and project performance
  • Prepare regular management reports and dashboards on tender workload, programme quality, risk trends and pre-construction planning performance
  • Ensure planning activities comply with Health, Safety, Environmental and Quality policies, particularly during early work and enabling phases
  • Provide strategic support to the business on planning resourcing, bid prioritisation and workload forecasting
  • Where required, support the wider Planning Leadership Team in planning governance, strategy and management activities
  • Carry out all other duties associated with the role
