Job summary

Mercury in Glasgow seeks a Group Preconstruction Planning Manager to lead tender and PCSA planning across the group. You will define standards, govern bid programmes, and collaborate with Estimating, Construction, Procurement and Design teams to deliver credible plans.

Reporting to the Group Head of Planning, you will mentor planners, drive best practices, and oversee risk and schedule integrity from bid to handover.

Responsibilities

• Reports for Group Head of Planning
• Owns the tender and PCSA planning process across regions and business units
• Defines, implements and improves Group tender and pre-construction planning standards and best practices
• Acts as technical authority for bid and PCSA programmes with governance and assurance
• Leads review, validation and sign-off of tender and PCSA programmes including sequencing, durations, milestones and risk allowances
• Ensures tender programmes align with commercial strategy, construction methodology, procurement and logistics
• Develops standard templates, narratives, assumptions registers and deliverables
• Collaborates with Estimating, Commercial, Construction, MEP, CSA, Design and Procurement to deliver integrated bid programmes
• Provides input to bid strategy, risk reviews, value engineering and buildability assessments
• Establishes planning inputs for external client audits, technical reviews and bid clarifications
• Supports transition from bid/PCSA to live project with clear handover to project planning teams
• Works with Group Planning Training & Development to upskill planners
• Defines capability requirements and development pathways for pre-construction planning staff
• Mentors Senior, Project and Pre-Construction Planners
• Keeps up-to-date with industry best practice and market expectations
• Drives continuous improvement from bid outcomes and client feedback
• Prepares management reports and dashboards on tender workload and risk trends
• Ensures compliance with Health, Safety, Environmental and Quality policies
• Provides strategic support on planning resourcing and workload forecasting
• Supports Planning Leadership Team in governance and strategy
• Carries out other duties as required

Key Responsibilities Of The Role

• Reports for Group Head of Planning
• Overall responsibility for pre‑construction planning strategy across the Group, covering all tenders, PCSAs, Early Works and bid‑stage programmes
• Ownership of the tender and PCSA planning process, ensuring consistency, quality, and compliance across all regions and business units
• Define, implement and continuously improve Group tender & pre‑construction planning standards, methodologies and best practice
• Act as the technical authority for bid and PCSA programmes, providing governance, challenge, and assurance prior to submission
• Lead the review, validation and sign‑off tender and PCSA programmes, including logic, sequencing, durations, milestones, and risk allowances
• Ensure tender programmes are aligned with commercial strategy, construction methodology, procurement strategy, logistics and commissioning approaches
• Develop and maintain standardised templates, narratives, assumptions registers and programme deliverables for tenders and PCSAs
• Work closely with Estimating, Commercial, Construction, MEP, CSA, Design and Procurement teams to ensure fully integrated and credible bid programmes
• Provide early planning input to bid strategy, risk reviews, value engineering, buildability assessments and option studies
• Establish and manage planning inputs for external client audits, technical reviews and bid clarifications
• Support the transition from bid - PCSA - live project, ensuring programme conegity and clear handover to project planning teams
• Collaborate with the Group Planning Training & Development Manager to ensure planners can deliver high-quality tender and PCSA programmes
• Define capability requirements, guidance and development pathways for planners involved in pre‑construction and tendering activities
• Mentor and technically support Senior, Project and Pre‑Construction Planners involved in bids and PCSAs
• Maintain up‑to‑date knowledge of industry best practice, client schedule specifications, DCMA principles and market expectations
• Drive continuous improvement initiatives based on bid outcomes, client feedback, PCSA lessons learned and project performance
• Prepare regular management reports and dashboards on tender workload, programme quality, risk trends and pre‑construction planning performance
• Ensure planning activities comply with Health, Safety, Environmental and Quality policies, particularly during early work and enabling phases
• Provide strategic support to the business on planning resourcing, bid prioritisation and workload forecasting
• Where required, support the wider Planning Leadership Team in planning governance, strategy and management activities
• Carry out all other duties associated with the role
