Job description

Graduate Town Planner
Location: Chipping Norton (Oxfordshire)

Penguin Recruitment is delighted to be working on behalf of a respected and growing rural and leisure-focused planning consultancy to recruit an enthusiastic Graduate Town Planner to join their Chipping Norton team.

This is a unique opportunity to join an agile, specialist planning practice that delivers end-to-end services for projects across leisure, tourism, rural development, and residential schemes-ranging from caravan parks to themed attractions and mixed-use rural diversification.

Role Overview

As a Graduate Town Planner, you will:

  • Assist in the preparation and submission of planning applications, appeals, and development strategy documents

  • Support site promotions, appraisal reports, and representation in planning policy consultations

  • Help prepare legal notices, development briefs, and EIA documentation

  • Engage with stakeholders-including architects, environmental consultants, local authorities, and the public

  • Contribute to scheme due diligence, site assessments, and pre-application advice processes

This multidisciplinary role will give you exposure to a range of rural and tourism-related planning matters and firsthand experience in delivering high-impact projects.

Preferred Profile

You will have:

  • A degree (or postgraduate qualification) in Town Planning or a similar discipline

  • A strong interest in rural, leisure, and tourism planning-not a conventional urban planner

  • Exceptional written and verbal communication skills, with keen attention to detail

  • A proactive approach to learning, with strong organisational and prioritisation skills

  • Ideally, you are working toward RTPI chartership and have some placement or internship experience

What’s on Offer
  • A supportive, flexible, and collaborative working environment in a rural town

  • Real responsibility from day one and exposure to both strategic and technical planning work

  • Hybrid working model with regular team engagement

  • Strong mentorship in a consultancy that values creativity, client service, and specialist expertise

If you’re a talented and ambitious Graduate Town Planner looking to launch your career in a consultancy where you can learn, grow, and make a real difference in rural and leisure development, we’d love to hear from you.
