The Role:

Liverpool City Council is undergoing significant transformation. We seek a Governance & Assurance Officer to join our Portfolio Management Office (PMO), a central team leading transformation across the Council. Your role will ensure effective governance and compliance of our initiatives from start to finish across various organization-wide programmes.

The transformation portfolio impacts all areas of Council activity, from enhancing customer service to managing roads and improving resident care. Our Governance and Assurance Officers significantly influence these projects, benefiting the community.

This role enables you to shape Liverpool’s future by collaborating with directorates and project teams to ensure governance and compliance from start to finish.

Key Responsibilities:

  • Embed Governance & Assurance practices across the Council’s transformation portfolios.
  • Build relationships with programme/project leads and senior managers, providing leadership, support, challenge, and scrutiny.
  • Design, implement, and communicate best-practice transformation tools and processes.
  • Ensure staff utilize these tools through independent assurance and health checks.
  • Offer expert advice, coaching, and mentoring on delivering transformation.
  • Provide objective assurance by creating and reviewing performance reports across project and programme lifecycles.
