Job summary

University of Oxford seeks a Global Mobility Manager to provide expert guidance on international working, payroll, tax and compliance across the institution. You will lead mobility policy development and coordinate cross‑functional teams to implement practical solutions.

You will supervise the international mobility program, oversee shadow payrolls, and collaborate with Tax, Payroll, HR, and Legal to shape policies and procedures for overseas activity, while engaging external advisers as needed.

Qualifications

  • Recognised expertise in global mobility and international employment tax.
  • Experience providing specialist advice and developing global mobility policies.
  • Professional qualification in Tax, Finance or Payroll Management.
  • Strong project management and organisational skills.
  • Excellent communication and influencing skills.
  • Ability to build relationships across functions and with external advisers.
  • Strong analytical and problem-solving abilities.
  • Experience managing and developing staff or teams.
  • Excellent IT skills including MS Office.

Responsibilities

  • Provide university-wide expertise on international working and regulatory considerations.
  • Translate tax, social security, payroll and regulatory requirements into clear guidance.
  • Lead development and delivery of approaches to international mobility across the University.
  • Oversee shadow payrolls and expansion of international payroll arrangements.
  • Coordinate complex cases to resolution with cross-functional teams.
  • Build relationships with external professional advisers and project boards.
  • Influence decision-making on mobility risks and policy adoption.

International working is increasingly important to the University’s ability to support research, collaboration and colleagues across the globe. This influential role will shape how the University manages the complex tax, payroll and wider compliance implications of international mobility, bringing together expertise from across professional services to enable informed and practical decisions.

Location: Great Clarendon Street, Oxford, hybrid with at least 1 day a week in the office

Salary: £56,623 - £65,336 per annum, with a discretionary range to £71,218

Contract: Full Time, Permanent

About the Role

As Global Mobility Manager, you will provide University‑wide expertise on international working, helping departments and senior colleagues understand and manage the implications of an increasingly diverse range of overseas arrangements. From individual international working requests to larger collaborations and expansion into new territories, you will ensure that complex tax, social security, payroll and wider regulatory considerations are translated into clear advice and workable solutions.

Working closely with academic departments and colleagues across Tax, Payroll, HR, Insurance, Pensions and Legal, you will lead the development and delivery of approaches to international mobility. This includes overseeing the University’s network of overseas shadow payrolls, supporting expansion of its international payroll arrangements, shaping policies and procedures, and coordinating complex cases through to resolution. You will also build effective relationships with external professional advisers and provide specialist insight to project and research oversight boards.

Your leadership will help establish consistent, well‑managed approaches to international working across the University. As a senior member of the Tax team, you will influence decision‑making, strengthen institutional understanding of international mobility risks and develop the University’s capability to support overseas activity. You will also manage and develop the International Working Coordinator, fostering an inclusive and collaborative approach to delivering a high‑quality service.
