A leading healthcare organization in Leeds seeks a General Manager for the Cardiorespiratory Clinical Service Unit. The successful candidate will provide strong leadership, operational management, and strategic direction within a multi-disciplinary team. This role requires a proven ability to lead change and improve service delivery in a complex healthcare environment.
Thispost is an exciting opportunity for a senior leader to be the General Managerof the highly regarded Cardiorespiratory Clinical Service Unit (CSU), at theLeeds Teaching Hospitals Trust.
TheGeneral Manager is a key role within the CSU leadership triumvirate alongsidethe Clinical Director and Head of Nursing. The triumvirate team iscollectively accountable for building the strategic and operational directionand delivery of one of the key CSUs for research, innovation, regionaltertiary care and integrated system partnership care.
CardiorespiratoryCSU delivers cardiology, cardiac surgery, respiratory medicine, chest clinic,cystic fibrosis care needs for our local population and beyond with bothnational and international recognition for many of the services we deliver.We have 10 inpatient wards, 6 catheter labs, a large diagnostic portfolioincluding 58 physiology tests, CMRI, specialty community integrated servicesand serve over 72,000 hospital inpatients per annum.
Theclinical service unit is a busy and fast paced environment, so the postholder must be adaptive to change and able to make rapid balanced decisionsto enable best care for patients and support for staff.
Provide strong leadership to awell-established and highly performing team
Line manages a senior teamincluding, a deputy General Manager, two service managers and three businessmanagers
Act as the CSU lead to deliver theperformance and financial objectives for the CSU
Provide leadership in deliveringthe CSUs priority areas, such as clinical service development, contracting,business cases and Leeds Improvement Method value streams
Support the Head of Nursing andClinical Director in deciding the transformation plan, strategic directionand management priorities for the CSU
Champion patient-centered careensuring safety; quality and patient experience are embedded in everything wedo
Youwill be an experienced operational manager with masters level qualificationsand extensive experience in a demanding senior management role within acomplex organisation.
Youwill have a proven track record of leading change and deliveringimprovements, preferably across both unplanned and planned services.Weare looking for a senior manager with experience in managing and leadingadministrative and clinical teams across a diverse range of services. Youshould have the ambition and drive to develop the team to deliver new andinnovative ways of working. Cardiorespiratory CSU has the aim of beingdemonstrably the best CSU for research, innovation and partnership working inthe country.

Thepost holder will manage a clinical service unit or clinical support unit,comprising a number of specialties or support services supporting theClinical Director, the post holder will be responsible for the overalldelivery of service, quality, financial and other targets as determined bythe Executive Directors. Inpartnership with the Clinical Director, the post holder will be responsiblefor business, workforce and financial planning within his/her own unit, andwill work closely with other managers and clinicians to support Trust-wideobjectives.
In partnership with the ClinicalDirector, responsible for the management of identified clinical and/orrelated services within a unit
Manage the performance of the unitagainst key targets and measures
Ensure that resources are deployedeffectively and that robust processes are in place to support the provisionof efficient, high quality, services
Responsible for relevant capitalprogrammes and associated budgets
Developing and sustaining capacityand capability in the unit
Ensure that the clinical activitiesare appropriately recorded in order to maximise income opportunities relatedto service provision
Engaging on behalf of the unit with internal and, where appropriate,external stakeholders; promoting partnerships and co-operative working
Ensure business continuity and riskmanagement arrangements are in place in the unit
Agrees and co-ordinates actionswith other units to ensureco-operative working, e.g. between bed-holding and clinical support units
Uses highly developed influencingand collaboration skills in service planning and works closely with seniorfinance managers and budget holders to ensure that financial plans aredeveloped and delivered within agreed budgets.
Uses interpersonal, organisationaland communication skills to manage unitperformance and staff
Develop successful workingrelationships with internal and external customers, commissioners,educational and charitable institutions, and service providers
Communicates highly complex,sensitive and contentious information to a multidisciplinary team, e.g.changes to services, staffing levels or ways of working where there arebarriers to acceptance and a significant degree of hostility. Highlydeveloped interpersonal and communication skills are required to motivate,empathise with and reassure staff, patients and carers in these situations.
Communicates with staff and otherstakeholders in situations where there will be significant hostility,antagonism and resistance and using the highest level of communication skillwill be required to manage and reconcile these conflicting and opposing views,for example, in major change management situations
The post holder will be require todeliver highly complex, sensitive and contentious information to seniormanagers, Board members and external stakeholders, including on occasions,the press, in situations when messages, open to challenge, will need to bedelivered.
In partnership with the ClinicalDirector, manage the performance of the unit, providing regular reports tothe Chief Nurse/Deputy Chief Executive
Management of delegated pay andnon-pay budgets and maintainingfinancial balance
Responsible for ensuring robustprocesses are in place for patient administration and to record and codeactivity within the unit, ensuring income is received.
Leads the development of businesscases whether for changes to service, new equipment or new posts
Line management of designated unitstaff, for example Business/PatientService Manager(s)
Ensure regular and effectiveappraisal and personal development planning for staff who work in the unit
Leads service planning and strategywithin the unit, engaging with Clinical Director, Head of Nursing (orequivalent) and corporate functions
Ensures the involvement ofpatients, staff and other stakeholders in service planning and developmentincluding communicating major change to staff and other stakeholders
Responsible for ensuring that localand national policies are properly and consistently interpreted andimplemented within the unit
Responsible for agreeing anddelivering Service Level Agreement contracts in conjunction with corporateservices and other stakeholders
Develop management capabilitywithin the team, providing supervision, coaching and mentorship to others andsupporting managers in this process
In partnership with the ClinicalDirector and Head of Nursing (or equivalent) responsible for ensuring thatconduct, poor performance/capability and grievance issues are addressedwithin the unit in line with Trust policy.
Responsible for co-ordinating andmaintaining the unit risk register and agreeing actions plans to manage risks
Work with the Clinical Director andHead of Nursing (or equivalent) to ensure complaints relating to services aremanaged within local and national standards and action plans are agreed,implemented and monitored to ensure learning within the unit and wider Trust
Responsible for ensuring SeriousUntoward Incidents or other serious incidents are reported, investigated,resolved and recorded in line with policy
Works jointly with ClinicalDirector, Head of Nursing (or equivalent) and other clinical staff to ensurethere is a clinical audit programme in place. Identify areas of practice thatare to be subject to clinical audit in conjunction with the Clinical Directorand Head of Nursing (or equivalent) and delegate appropriate resources toundertake this work
Support the Head of Nursing (orequivalent) in ensuring that thePatient & Public Involvement Initiative is implemented within the unit
Identifies and leads projects tomodernise and improve service delivery and patient access. Ensure service ismanaged and supports the mosteffective patient pathways working with other services to secure a whole systemsapproach to patient care
Take part in the Senior Managers oncall rota, ensuring that senior managers and clinicians within the unit are equipped to act in the event of MAJAX
Lead specific project work asdirected by the Chief Nurse/Deputy Chief Executive and support others withinthe unit in this process
Deputise for the Chief Nurse/DeputyChief Executive as directed
Contribute to Trust-wide policyand/or policy development as delegated by the Chief Nurse/Deputy ChiefExecutive
