Job Overview

To manage the Gynaecology service sitting within the Women’s and Children’s Health Division.

To ensure the delivery of high quality, clinically effective patient-focused services named above whilst achieving access (waiting time), activity, financial and quality targets.

To work as part of the Speciality Triumvirate in Gynaecology with the Speciality Lead and Matron.

Budgetary responsibility for the Speciality budget.

Main duties of the job

  • Overall responsibility for the Gynaecology service including the development of efficient and effective systems, policies and procedures.
  • Responsible for the management of waiting lists in line with national and local policy and guidance ensuring that access targets are achieved.
  • Responsible for the delivery of activity to achieve Service Level Agreements and associated income targets.
  • Ensure compliance with national guidelines and statutory regulations covering all aspects of services within the Specialties.
  • Support the Clinical Director, Divisional Operations Director and Divisional Director for Midwifery and Nursing in all aspects of the Division’s management as a full member of the Divisional Management Team as required.

Detailed Job Description And Main Responsibilities

Operational Management
  • Overall responsibility for the Gynaecology service including the development of efficient and effective systems, policies and procedures.
  • Responsible for the management of waiting lists in line with national and local policy and guidance ensuring that access targets are achieved.
  • Responsible for the delivery of activity to achieve Service Level Agreements and associated income targets.
  • Ensure compliance with national guidelines and statutory regulations covering all aspects of services within the Specialties.
  • Support the Clinical Director, Divisional Operations Director and Divisional Director for Midwifery and Nursing in all aspects of the Division’s management as a full member of the Divisional Management Team as required.
Financial Management
  • Manage agreed budgets to ensure efficient and effective use of resources and achievement of financial targets.
  • Identify and deliver annual cost improvement programme savings agreed with the Divisional Operations Director as a contribution to the Division’s annual savings target.
  • Work closely with the Division’s Finance Business Partner to produce timely and accurate financial and activity reports for use by the Specialties to allow in-year monitoring and management, and as the basis for annual planning and local delivery plans.
Management of staff
  • Direct line management of all non-nursing staff providing leadership and ensuring appropriate arrangements are in place to set objectives, monitor performance and agree, review and deliver personal development needs.
  • Operational management of staff working in areas where clinical services are delivered where these staff are professionally accountable to the Head of Midwifery and Nursing.
  • Support medical staff to ensure compliance with the European Working Time Directive, the job plans agreed under the new consultant contract and the contract on junior doctor’s hours.
  • As required, select and recruit and ensure effective induction of staff to fill established vacancies.
Service planning
  • Lead the development and implementation of annual Service Delivery Plans incorporating activity, access, financial investment and efficiency savings, workforce, clinical governance and controls assurance targets, ensuring that the plans can be delivered within existing or planned resources.
  • Lead capital planning and development within the Specialties achieving all short, medium and long term projects.
  • Lead approved rationalisation/centralisation and re-configuration of Services and where appropriate contribute to other changes planned within the Division, the Trust or the wider community.
Performance management
  • Performance manage the activities of the antenatal clinic and networks to ensure the achievement of all objectives agreed with the Divisional Operations Director and contained in the Service Delivery Plan, initiating corrective action where required to meet activity and access targets, to achieve financial balance or as agreed with the Divisional Operations Director.
Performance improvement and modernisation
  • Plan and achieve continuous performance improvement by pro-actively benchmarking performance with both internal and external comparators and by seeking out examples of best practice which might be introduced into the Specialties.
  • Identify opportunities for service redesign/modernisation within the Specialties that will improve performance and the patient’s experience of the service.
Risk management/Clinical Governance
  • Ensure that the Specialties conform with the Risk Management/Clinical Governance management processes in the Division, working with the Divisional Clinical Governance lead and the Specialty clinical audit leads to ensure robust arrangements are in place within the Specialties, including investigating DATIX reports.
  • Investigate and prepare draft responses to complaints including collection of statements where necessary, within Trust response times, and taking action to ensure effective feedback and action.
Commissioning
  • Work with Trust Commissioning leads to review and agree annual service level agreements and quality standards as appropriate.
  • Communicate potential service developments to commissioners, and plan the introduction of any agreed developments with commissioners within the service and networks and with other Trust clinical and corporate departments where necessary.
Corporate Management
  • Ensure staff adhere to Trust and NHS protocols and policies and the law.
  • Work in collaboration with Divisional Operations Directors, Deputy Divisional Operations Directors, General Managers, Divisional Directors of Nursing and Clinical Directors in other Clinical Divisions and members of corporate Divisions in the best corporate interests of the Trust.
  • Participate in the Trust’s On Call rota.
  • Represent the Trust with external agencies and organisations as required.
Partnership working
  • Where necessary or appropriate, support the Clinical Director and/or Divisional Operations Director in developing partnerships with other acute NHS Trusts in BNSSG, commissioners and social services, and identify opportunities for collaboration across the wider BNSSG health community.
