Overview

The General Counsel and Vice Chancellor for Legal, Audit, Risk & Compliance is pivotal in guiding the university through a dynamic period of growth and transformation. This position works with various offices, both on campus and off, in contract law, bidding and purchasing regulations, employment law, civil rights of students and employees, copyright and intellectual property rights, immigration law, and laws and regulations affecting academic research. At the same time, the role presents meaningful challenges that will require sound judgment, adaptability, and the ability to balance risk management with advancing UNC Pembroke's mission.

Responsibilities
  • reviews, drafts and negotiates university contracts;
  • researches legal issues addressed by the Office of the General Counsel;
  • drafts legal documents and memoranda of law;
  • provides support in responding to discovery requests and investigations by regulatory agencies;
  • assists in coordination of compliance with various state and federal laws and regulations;
  • provides strategic legal advice and guidance to the Chancellor, Cabinet, senior leadership, the Board of Trustees, and other stakeholders;
  • manages the office and supervises clerical and compliance staff;
  • represents the Chancellor at university functions and external events as requested; and
  • maintains a comprehensive law office environment, including support of the Attorney General's Office in responding on behalf of and defending the university in pending litigation.

Min T/E Requirements: JD or LLB Degree from an accredited law school, admission to the North Carolina State Bar, and three years or more of relevant legal experience; excellent interpersonal, organizational, writing, research, and advocacy skills. Minimum competencies include: Analytical skills, objectivity of judgment, excellent communication skills (oral and written), ability to communicate with the university's varied constituencies, working knowledge of legal issues affecting public educational institutions, ability to supervise/manage department staff, outside consultants, and budgets; mental skills including concentration, memory, complex decision making, analytical thinking, and conceptual thinking; ability to represent the university professionally and tactfully; and ability to maintain confidentiality.

Organizational Context

Primary Purpose of Organization Unit The Office of the General Counsel (OGC) provides comprehensive legal advice and assistance to The University of North Carolina at Pembroke. OGC provides these services on University matters to the UNC Pembroke Board of Trustees, the principal administrators of the University, and through them, to the faculty, staff, and student government of UNC Pembroke. OGC advises the University concerning the legal implications of proposed policies and actions, counsels the University as to compliance with state and federal laws and administrative regulations, drafts or reviews University contracts, and coordinates legal aspects of the University's real, personal, and intellectual property interests. The Office of the General Counsel is a section of the Chancellor's Office.

Job Description
