We are recruiting for a Grade 6, Head of Core Finance within our Finance, Commercial, Sustainability and Property (FCSP) Directorate. The role reports to the FCSP Director and involves co-leading the agency’s finance function with the Head of Strategic Finance. The role includes representing financial interests in strategic decisions and supporting organizational change.

The successful candidate will work closely with the Executive Leadership Team and external stakeholders, leading the development and implementation of the agency’s finance strategy, and managing finances in a dynamic operational environment, especially around major insolvency cases influenced by the wider economic context.

The role involves leading the day-to-day management of the Core Finance senior leadership team.

Responsibilities:

The responsibilities include:

• Managing external audits and liaising with stakeholders, reporting to the Audit and Risk Assurance Committee and the Insolvency Service Board to endorse accounts and ensure statutory compliance.
• Overseeing information provision and assurances to HMRC and DBT regarding the National Insurance Fund audit and representing the Agency at the National Insurance Fund Accounting Board.
• Providing guidance to the Accounting Officer to meet standards and ensure compliance with HMT publications.
• Maintaining and improving the Agency’s compliance with Finance and Debt Standards, building strong relationships internally and externally.
• Managing Income Accounting and advising decision-makers on income matters.
• Ensuring effective Working Capital policies, liquidity management, and Treasury engagement, complying with HMT cash management requirements.
• Supporting System Accounting initiatives, including FCMC and the New Finance System Discovery Project.
