Job summary

AECOM is seeking a Deputy Framework Manager to support the SPaTS3 Framework, manage tenders and governance, and oversee commercial aspects with bid teams across the UK. The role requires strong NEC4 PSC knowledge, bid management experience, and a proactive, detail-focused PMO approach.

Location is flexible within the UK with a hybrid working model; occasional travel to Birmingham may be required as part of project delivery.

Qualifications

• Knowledge of NH/ Highways industry.
• Independent worker, organised, proactive, flexible.
• Methodical, with excellent attention to detail.
• Knowledge of NEC4 PSC contracts.
• Experience of Framework Management.
• Knowledge of bid best practice, or bid writing/ reviewing skills.
• PMO experience.

Responsibilities

• Coordinate tenders: bid team allocation, schedule management, ensure on-time submissions with safety and quality focus.
• Lead preparation and management of tender queries/ clarifications, ensure accurate, compliant responses within deadlines.
• Provide commercial support through tender process: rate development, respond to queries, share best practices to help win.
• Maintain opportunity pipeline: tracking, forecasting, proactive management with Framework Manager and bid teams.
• Prepare and support internal bid governance activity; coordinate inputs and attend governance meetings.
• Contribute to bid lessons learned and performance improvement, analyze win/loss outcomes and trends.
• Support Framework Manager in framework governance: leadership reporting, Tender Commitment reporting, supplier/client engagement.
• Support supplier interactions within framework: contract setup, administration, general queries.
• Provide guidance to project teams for compliant project setup, mobilisation requirements and framework processes.
• Manage internal framework cost and performance reporting, budget tracking, allocation.
• Maintain and update framework rates/rate cards with control and accuracy.
• Lead or support customer initiatives within framework to enhance service delivery and client satisfaction.
• Contribute to Advisory, Consultancy & Research project delivery as needed.
• Ensure on-time, high-quality delivery of Tender Commitments and escalate risks when required.
• Maintain and improve framework documentation and templates.
