Job summary

Tranquille Care LTD is seeking an experienced Fostering Hub Programme Manager for South-East London. The role leads a multi-authority initiative to improve foster carer recruitment, retention and journey outcomes across South-East London, funded by a Department for Education grant.

You will coordinate senior leaders, operational teams and external partners to deliver a cohesive recruitment pathway, digital interfaces and a supported training offer.

Qualifications

• Degree-level qualification or equivalent workplace experience.
• recognised programme or project management qualification (PRINCE2 Practitioner / MSP) or similar.
• Strong delivery management across multiple workstreams, milestones and governance.

Responsibilities

• Lead mobilisation and delivery: define objectives, milestones, dependencies.
• Establish governance and reporting to the programme board.
• Coordinate multiple workstreams: recruitment, digital interfaces, case management, communications, training.
• Build cross-authority collaboration with senior leaders and operational teams.
• Oversee recruitment pathway development and retention improvements.
• Coordinate communications and branding across authorities and hubs.
• Manage risks, dependencies and delivery barriers; develop mitigation plans.
• Line-manage or matrix-manage the implementation team.
• Monitor performance using data and management information.
• Ensure compliance with information governance and health and safety requirements.
