Protecting Communities Through Exceptional Estates Leadership
Opus Executive Search is delighted to be supporting Staffordshire Police with the recruitment of a Contract Manager - Facilities Management within its shared Estates Service, which delivers property, facilities and estate management services across both Staffordshire Police and Staffordshire Fire & Rescue Service.
This is an opportunity to join an organisation that sits at the heart of public service, supporting the buildings, infrastructure and facilities that enable emergency services to protect communities across Staffordshire every day. From police headquarters, control rooms and custody suites to fire stations, training facilities and operational buildings, the Estates Service plays a critical role in ensuring frontline teams have the environments they need to operate effectively.
Following a recent transformation of the Estates Service, the organisation is investing in its leadership capability and strengthening how it manages major outsourced contracts, capital programmes and estate operations. This newly created role provides the opportunity to shape the future of facilities management across a diverse and strategically important public sector estate.
What stood out most during our discussions with the leadership team was the culture.
The organisation offers:
For professionals currently working within local government, the NHS, defence, higher education, policing, fire and rescue or the private sector, this represents an opportunity to apply your expertise within a complex operational environment where your work will have visible and lasting impact.
Reporting to the Service Director - Estates, you will be responsible for the client-side management of a high-profile Total Facilities Management contract valued at approximately £4 million per annum. You will ensure contractors deliver against contractual obligations, service standards and performance expectations whilst providing assurance that the organisation is achieving value for money and excellent service delivery.
You will act as the organisation's lead representative on facilities management performance, governance and contract improvement, whilst managing a small specialist FM team.
This is a highly visible leadership role, working with senior stakeholders across Estates, Procurement, Finance and operational services.
We are interested in speaking with candidates who can demonstrate:
Experience within public sector organisations, emergency services, healthcare estates, defence or complex operational environments would be advantageous.
The recruitment process will consist of:
Further details regarding interview location and panel arrangements will be provided to shortlisted applicants.
Please note that the successful candidate will be required to obtain Police Management Vetting (MV) clearance.
Management Vetting is required for individuals working in positions with access to sensitive information, operational environments and critical infrastructure. The process includes identity verification, employment history checks, financial checks, criminal record checks and completion of detailed vetting documentation.
Most candidates from outside policing will not already hold this clearance and this is entirely normal.
The process typically takes three to four months to complete and can occasionally take longer. Any offer of employment will therefore be conditional upon successful vetting clearance.
We strongly advise candidates not to hand in their notice to their current employer until Management Vetting has been successfully completed and a formal start date has been confirmed.
Location: West Midlands
Working Pattern: Flexible and agile working arrangements available
Contract: Permanent
Requirement: Full UK Driving Licence
Security Clearance: Police Management Vetting (MV) required.
If you are looking for a role where your expertise will directly support emergency services, influence strategic estates decisions and help create safer communities, we would be delighted to speak with you.
