Job summary

Staffordshire Police is seeking a Contract Manager for Facilities Management to lead client-side governance of a major FM contract within the Estates Service, spanning property, facilities and estate management across police and fire & rescue services.

You will manage a small FM team, drive KPI and SLA delivery, ensure value for money, and work with senior stakeholders to shape the future of public sector estates operations in Staffordshire.

Qualifications

  • Significant experience managing outsourced facilities management contracts.
  • Strong supplier performance management and contract governance experience.
  • Knowledge of building maintenance, statutory compliance and health and safety.
  • Experience managing KPIs, SLAs and service performance frameworks.
  • Excellent stakeholder management and communication skills.
  • Strong leadership capability and people management experience.
  • Experience in public sector, emergency services estates preferred.

Opus Executive Search is delighted to be supporting Staffordshire Police with the recruitment of a Contract Manager - Facilities Management within its shared Estates Service, which delivers property, facilities and estate management services across both Staffordshire Police and Staffordshire Fire & Rescue Service.

About the Role

Reporting to the Service Director - Estates, you will be responsible for the client-side management of a high-profile Total Facilities Management contract valued at approximately £4 million per annum. You will ensure contractors deliver against contractual obligations, service standards and performance expectations whilst providing assurance that the organisation is achieving value for money and excellent service delivery.

You will act as the organisation's lead representative on facilities management performance, governance and contract improvement, whilst managing a small specialist FM team.

This is a highly visible leadership role, working with senior stakeholders across Estates, Procurement, Finance and operational services.

Key Responsibilities
  • Lead the client-side management of a major Total Facilities Management contract.
  • Monitor supplier performance against KPIs, SLAs and contractual requirements.
  • Chair performance and governance meetings.
  • Drive continuous improvement and service enhancement activity.
  • Manage service delivery escalations and operational issues.
  • Produce management information and performance reports for senior leaders.
  • Work closely with procurement and finance colleagues to ensure value for money.
  • Support business continuity and resilience planning.
  • Lead and develop a specialist facilities management team.
  • Contribute to the wider strategic development of the Estates Service.
About You

We are interested in speaking with candidates who can demonstrate:

  • Significant experience managing outsourced facilities management contracts.
  • Strong supplier performance management and contract governance experience.
  • Knowledge of building maintenance, statutory compliance and health and safety.
  • Experience managing KPIs, SLAs and service performance frameworks.
  • Excellent stakeholder management and communication skills.
  • Strong leadership capability and people management experience.
  • The ability to analyse performance data and translate findings into meaningful operational improvements.

Experience within public sector organisations, emergency services, healthcare estates, defence or complex operational environments would be advantageous.

Recruitment Process

The recruitment process will consist of:

  • Executive search and market engagement.
  • Shortlisting and candidate briefing.
  • A single-stage interview process.
  • In-person interviews scheduled for 17 and 18 September 2026.
  • Informal conversations with the hiring manager available prior to interview if required.

Security Clearance

Please note that the successful candidate will be required to obtain Police Management Vetting (MV) clearance.

Management Vetting is required for individuals working in positions with access to sensitive information, operational environments and critical infrastructure. The process includes identity verification, employment history checks, financial checks, criminal record checks and completion of detailed vetting documentation.

Most candidates from outside policing will not already hold this clearance and this is entirely normal.

The process typically takes three to four months to complete and can occasionally take longer. Any offer of employment will therefore be conditional upon successful vetting clearance.

We strongly advise candidates not to hand in their notice to their current employer until Management Vetting has been successfully completed and a formal start date has been confirmed.
