Fire Safety Manager

The closing date is 09 October 2025

The Fire Safety Manager will lead the operational delivery of fire safety compliance and risk reduction for their designated campus (Northern General Hospital or Central Campus), acting as the Responsible Person (RP) under the Regulatory Reform (Fire Safety) Order 2005 for that site.

The postholder will be one of two Band 7 Fire Safety Managers who, together, provide site-level leadership and ensure consistent Trust-wide implementation of fire safety standards in line with Health Technical Memorandum (HTM) 05-01 - Managing Healthcare Fire Safety, HTM 05-02 - Fire Safety in Healthcare Premises, and the full HTM 05-03 suite of guidance.

Main duties of the job
  • Providing visible, accountable fire safety leadership across their allocated site and acting as the legally designated RP under the RRFSO 2005.
  • Leading site-level implementation of statutory fire safety requirements, NHS guidance, and Trust policies, ensuring full compliance with HTM, Building Regulations, British Standards, and related codes of practice.
  • Delivering proactive support to capital and refurbishment schemes, ensuring compliance through all stages of design, construction, commissioning, and handover
  • Coordinating and delivering fire drills, training programmes, fire warden arrangements, and emergency evacuation planning in accordance with HTM 05-01 principles.
  • Working in partnership with the Deputy Head of Governance & Compliance to ensure site level fire safety assurance, incident reporting, policy implementation, and risk register updates.

Person Specification
Education and Qualifications
  • Formal fire safety qualification at Level 6 (Degree or equivalent) or Full Corporate Membership of IFE or similar body
  • Advanced Fire Risk Assessment qualification (e.g. FRA competency to PAS 79)
  • Knowledge of NHS HTM 05 suite and Firecode guidance
  • NEBOSH Diploma (General or Fire)
  • CDM Regulations 2015 awareness and application
Experience
  • Extensive experience in a senior fire safety role with responsibility for large or complex premises
  • Proven track record of acting as (or supporting) a Responsible Person under the RRFSO
  • Demonstrable experience of conducting, reviewing and managing fire risk assessments in line with PAS 79
  • Experience of supporting or leading on fire safety elements of capital projects
  • Development and delivery of fire safety training programmes
  • Prior experience working in a healthcare or similarly regulated environment
Skills and Knowledge
  • In-depth knowledge of RRFSO 2005, HTMs, Firecode, Building Regulations and BS 9999
  • Ability to analyse fire strategies and provide expert input into capital/refurbishment projects
  • Ability to investigate fire incidents and manage UFAS reduction strategies
  • Strong leadership, planning and organisational skills
  • Competence in interpreting legislation into operational practice
  • Effective communicator across disciplines and levels
  • IT literate (Microsoft Office Suite, basic CAD reading, FRA software)
  • Project management skills and ability to work within financial constraints
