Job Purpose
Work collaboratively with colleagues, social workers, payment assurance officers, managers, and exchequers services to ensure prompt and appropriate resource and care package setups, identifying payment issues, account reconciliation, and payment remedies for In-house Foster Carers, Connected Carers, and others. This includes Post Order means-tested payments, Direct Payments, and Home Care Support Payments for Children with Disabilities.
Responsibilities
- Responsible for In-house Fostering payment setups and processing in compliance with Fostering Services Regulations 2011.
- Responsible for Temporary Approve Carers (Reg 24) payment setups and processing in accordance with Care Planning and Placement Review Regulations 2010 & NMS Standard 30.
- Manage Post Order payments (Special Guardianship, Child Arrangement Order, Adoption), including means-testing, setup, processing, validation, and annual reviews, in compliance with SGO Regulations 2005/2016 and Adoption Regulations 2005.
- Maintain data integrity in financial systems, supporting effective quality financial control across the council.
- Undertake benchmarking activities, including data collection and manipulation.
- Participate in projects to support managers in financial and budgetary responsibilities, providing effective financial support and monitoring.
- Develop and maintain financial systems, ensuring data accuracy and supporting quality control.
- Maintain IT systems, including local and corporate systems, spreadsheets, and databases, to produce reports.
- Update IT systems to ensure individual records are current and accurate for statutory returns and datasets.
- Work flexibly across the service to support service users proactively.
- Provide comprehensive business support, including mailbox management, finance processing, data input, meeting arrangements, caseload management, and note-taking.
- Embrace new technology to support flexible service delivery.
- Prioritize work methodically to meet deadlines.
- Use innovative thinking to improve service delivery.
- In emergencies, adapt from Business As Usual to address arising situations.
- Undertake additional duties as appropriate to the role.
- Ensure information is collated, recorded, and tracked for each child in care or care-experienced young person.
- Work within targets and be accountable for individual and project performance.
- Take responsibility for the efficient use of council resources.
- Ensure compliance with policies on diversity, equal opportunities, health and safety.
- Perform other duties reasonably required from time to time.
You must have:
- Enhanced DBS/Update Service.
- References for the last 5 years of employment.
