Job Description

Service Care Solutions are recruiting on behalf of a Local Authority in Bristol for a Finance Manager (Housing/HRA) to join on a permanent basis. The role supports the development of the HRA 30-year plan and involves working on innovative projects and transformation initiatives. This position has line management responsibility for a team of 5 and reports to the Finance Business Partner.

Main Responsibilities

• Act as a trusted advisor to senior council members on financial matters, including setting annual budgets and ensuring robust forecasts.
• Identify, analyze, and report on the financial implications of new initiatives within your responsibility.
• Support ring-fenced accounts, including updating the 30-year HRA Business Plan and associated models, as well as financial information for the DSG.
• Provide monthly reports, analysis, and insights on budget performance, including drivers of performance, remedial actions, and performance improvement strategies.

Candidate Criteria

• CCAB/CIMA Qualified Accountant with extensive experience.
• Experience with HRA and Housing Finance within a Local Authority setting.
• Experience in developing the HRA 30-year plan and closing accounts processes.
• Experience managing a team within an effective Housing service.
• Excellent communication skills with the ability to work independently and as part of a team.
