About the Role

We are pleased to invite applications for the role of Finance Manager – Management Accounting and Financial Planning, a pivotal leadership position within the Council’s Finance service. This is an exciting opportunity for a qualified and experienced finance professional to lead the delivery of high-quality financial planning and analysis, supporting the Council’s strategic ambitions and operational effectiveness.

Reporting to the Head of Corporate Accounting, you will manage a newly created team of professionals responsible for delivering timely, accurate and insightful financial information across the organisation. As the first point of contact for financial queries, your team will play a critical role in enabling informed decision-making and ensuring financial transparency.

Key Responsibilities
  • Lead the Financial Planning and Analysis function, embedding a performance-driven culture aligned with Council priorities.
  • Oversee the production of monthly financial monitoring reports for both revenue and capital, ensuring deadlines are consistently met.
  • Support the development of the Council’s annual budget and Medium-Term Financial Strategy, working collaboratively across services.
  • Manage the provision of first-line financial support to budget holders, internal customers, and external enquiries (e.g. FOI requests).
  • Provide expert financial advice to senior managers, elected Members, and external partners.
  • Champion continuous improvement in financial systems, processes and service delivery to enhance value for money.
  • Contribute to strategic planning activities including the Council Plan and Departmental Service Plan.
  • Work closely with the Finance Manager (Transformation and Development) to ensure robust professional development and succession planning within the team.
  • Ensure financial targets and milestones are met, supported by effective performance monitoring systems.
About You

We are seeking a CCAB (or equivalent) qualified accountant with substantial post-qualification experience in a large and complex organisation. You will have a proven track record of leading teams, delivering complex financial projects, and influencing outcomes in a political environment.
