Finance Business Partner (Risk & Insurance)

Are you an experienced senior leader in Risk Management and Insurance within the public sector? We’re seeking a dynamic Senior Interim to lead a high-performing team and shape strategic risk frameworks that safeguard council assets, support service delivery, and align with long-term goals.

1. Lead and manage the Council’s Risk and Insurance Service, including staff and resource planning.
2. Oversee the Council’s insurance programme and risk self-retention strategy.
3. Drive the development and implementation of the Risk Management Strategy, ensuring it supports strategic and operational objectives.
4. Act as a trusted advisor on insurance, liability, and risk issues, providing guidance to Members, Directors, and Senior Managers.
5. Coordinate the Corporate Risk Register and ensure effective reporting arrangements.
6. Manage insurance budgets and contracts, including those for claims handling and brokerage services.
7. Lead the delivery of risk training and awareness across the authority.

1. Proven experience in public sector insurance and risk, ideally within a local authority.
2. Strong understanding of legal liability claims and civil litigation processes.
3. Skilled in budgeting, financial planning, and managing external contracts.
4. Experience in managing and developing teams.
5. Associate of the Chartered Insurance Institute (ACII) or equivalent professional qualification.
