Job description

Spencer Clarke Group is working with a local authority on the South Coast who are looking to recruit a Finance Business Partner for an interim contract.

This position is responsible for providing productive challenge, assurance, and recommendations to senior leaders in Southampton City Council, in particular Service Directors, ensuring the completeness and quality of financial management within a defined area of responsibility.

Contract Length: Initially 3-6 months with a view to being extended on an ongoing basis.

Full time contract: Hybrid Working 2 days in office per week

Role Responsibilities:

  • Forecasting the Council's income and expenditure over multiple years and identifying the budget gap which forms part of the Medium-Term Financial Plan.
  • Modelling complex funding mechanisms such as the Business Rates retention scheme and making recommendations on how the council can gain maximum benefit.
  • Developing the multi-year capital programme and sources of funding including borrowing and developer contributions.

Experience Required:

  • Experience in team management and monitoring a revenue budget, operating in accordance with financial policy and requirements.
