Job summary

The Finance function is responsible for ensuring that decisions are taken with the fullest attention given to their financial implications, their value for money, and their affordability. This post is responsible for providing clear and professional advice based on solid evidence and a good understanding of relevant financial instructions. The Ministry of Defence Guard Service (MGS) Budget Manager is responsible for providing a professional and transparent service to our MGS colleagues to ensure that the operation of the business is smooth and efficient. They will also be responsible for providing assistance to the MGS Finance manager on queries relating to spend and the MGS accounts, as well as providing support on future planning.This role suits applicants with either, a finance background with a moderate experience in management, or a strong management background with a moderate understanding of financial processes.This role does have management responsibilities over a single E1 grade post.

This position is advertised at 37 hours per week.

Job description

The in -year responsibilities include but are not limited to:

Create and raise invoices/credit notes.Create and post accruals ensuring that the correct accounting treatment is given at all times. Identify and correct errors in the accounts via manual correction journals.Check government credit card statements, providing governance and scrutiny and acting on any misconduct. This post is also responsible for ensuring all those issued with credit cards are eligible and follow the correct process. Process payments through a variety of payment mechanisms. Provide assistance in the production of monthly forecasts and spend reports. Setting and managing budgets within the MGS ensuring all business areas are kept up to date with current expenditure and forecasts.

There are also management responsibilities attached to this role. The management responsibilities include but are not limited to;

  • Approving/monitoring time off requests be they through annual leave of the utilisation of the flexi time system.
  • Setting performance objectives and monitoring performance against these objectives throughout the year.
  • Monitoring sick leave and taking action if necessary.
  • Recognising your staff’s good performance through any of the MoD award programmes.
  • Signing off on your staff’s time sheets and ensuring they are working in line with flexi time agreements.
  • Keeping your staff motivated and providing support where needed.

Person specification

Experience - Moderate management experience.

Moderate finance experience. The opportunity to gain recognised qualifications is available through the Apprenticeship programme.

Applicants should have experience in Microsoft Office packages, particularly in Excel. They should also be competent with general IT and evidence of working in a team.
