Finance and Budget Officer

This position involves providing high-level support across the finance function.

Responsibilities include the preparation of regular financial and management accounts, including budgets, and liaising with budget and service managers to support their financial needs.

Ensure timely claiming and proper accounting of all available funding.

Develop and maintain strong financial processes and procedures.

Support operational financial processes such as payments, income, and other financial activities.

Maintain an organized and methodical approach, sharing information and best practices across the organization.

Act as cover for the Head of PCN Planning and Finance during periods of annual leave.

Main duties of the job

The duties include, but are not limited to:

  1. Preparing and submitting monthly practice and PCN reimbursement claims.
  2. Producing monthly statements of income and expenditure for various areas, including forward projections.
  3. Liaising with relevant staff to source and collate information for meetings.
  4. Attending meetings with budget holders and service managers to present financial information.
  5. Supporting month-end, quarter-end, and year-end procedures and reports.
  6. Maintaining accurate financial records using QuickBooks and other systems as needed.
  7. Understanding NHS and NEST pension schemes and assisting with pension submissions and record-keeping.
  8. Supporting the Finance and HR teams with monthly payroll processing.
  9. Acting as a point of contact for NHS bodies and understanding organizational obligations.
  10. A proactive attitude and knowledge of primary care would be advantageous.

Qualifications
  • NVQ Level 4, AAT Technician, or part-qualified CIMA/CCAB or equivalent
  • Full CCAB or equivalent
Experience
  • Experience in a finance or accounting environment
  • Experience with QuickBooks, Xero, or similar systems
  • Experience working with stakeholders and producing management accounts
  • Experience with billing, accounts receivable/payable, general ledger, bank reconciliations, revenue recognition
  • Experience working within NHS primary care networks
Knowledge and Skills
  • Proficient in Microsoft Office, especially Excel
  • Effective communication skills for stakeholders
  • Ability to handle confidential information appropriately
  • Strong organizational and prioritization skills
  • Ability to work under pressure and multi-task accurately
  • Problem-solving skills and team support capabilities
  • Ability to collaborate with other agencies and manage conflicting issues sensitively
  • Knowledge of confidentiality, Data Protection Act, accounting standards, NHS financial frameworks, and local NHS finance issues
