Job summary

PA Housing is seeking a Finance Analyst (Utilities) to scrutinise utility costs across over 24,000 homes and build robust financial models to inform service charge budgeting. The role supports energy procurement, billing accuracy, and stronger financial controls, with a direct impact on residents.

Hybrid working is offered, with key stakeholder collaboration across Finance, Asset Management, Procurement and Property Services.

Qualifications

  • Professional accounting qualification or part-qualification.
  • Experience in a Finance Analyst, Commercial Analyst or related roles.
  • Strong budgeting, forecasting and financial modelling.
  • Advanced Excel skills with Pivot Tables and Power Query.
  • Excellent communication and stakeholder collaboration.
  • Experience analysing complex datasets and identifying trends or anomalies.

Responsibilities

  • Analyse utility costs, consumption and billing data across the housing portfolio.
  • Develop accurate forecasts to support service charge budgeting.
  • Investigate billing anomalies, metering issues and cost recovery opportunities.
  • Build financial models and reports for decision-making.
  • Collaborate with Finance, Asset Management, Procurement and Property Services to improve data quality.
  • Support landlord energy procurement with financial analysis and market insight.

Are you a finance professional who loves digging into data, spotting opportunities, and solving complex problems?
We're looking for a Finance Analyst (Utilities) to help us improve the way we manage utility costs across more than 24,000 homes. If you enjoy analysing large datasets, building robust financial models, and influencing better decision-making, this could be the perfect opportunity for you.

We're looking for someone who can bring financial insight to life. This isn't just about spreadsheets (although you'll be great with those too!) – it's about helping us deliver fairer service charges, stronger financial controls, and better outcomes for our residents.

This isn't your typical finance role.

You'll be at the heart of projects that shape the future of our utility management, from improving billing accuracy and supporting energy procurement to preparing for future Heat Network regulations. Your work will have a direct impact on our residents and the way we deliver our services.

What you’ll be doing……

You'll play a key role in helping us understand and manage one of our largest areas of expenditure. You'll be:

  • Analysing utility costs, consumption, and billing data across our housing portfolio
  • Developing accurate forecasts to support our service charge budget setting
  • Investigating billing anomalies, metering issues, and opportunities for cost recovery
  • Building financial models and reports that support business decision-making
  • Working with colleagues across Finance, Asset Management, Procurement, and Property Services to improve data quality
  • Supporting landlord energy procurement with financial analysis and market insight
  • Identifying opportunities to strengthen financial controls and improve processes
  • Helping shape future utilities and Heat Network improvement projects

What we’re looking for:

We're looking for someone who enjoys solving problems, working with data, and making improvements that have a real impact. Ideally, you'll have:

  • A professional accounting qualification (or be part-qualified), or equivalent relevant experience
  • Experience in a Finance Analyst, Commercial Analyst, Service Charges or Management Accounting role.
  • Strong budgeting, forecasting, and financial modelling skills
  • Advanced Excel skills, including Pivot Tables and Power Query
  • Experience analysing complex datasets and identifying trends or anomalies
  • Excellent communication skills and the ability to explain financial information clearly
  • A collaborative approach and the confidence to work with a wide range of stakeholders

Experience within social housing, utilities, service charges, or energy procurement would be an advantage, but it's not essential.
