Job summary

Hertfordshire County Council is seeking an experienced Service Manager for Family Help in the East of Hertfordshire, based in Stevenage with hybrid working and travel requirements. You will lead three Family Help Teams, drive the Families First Partnership Programme, and ensure safeguarding and early intervention are at the heart of service delivery.

You will manage performance, develop staff, and build strong partners across schools, health, social care, police, and community groups to deliver

Qualifications

• Social Work Qualified and registered with Social Work England.
• Full UK driving licence and access to a vehicle.
• Proven leadership and management experience (including managing/leading managers or teams).
• Strong understanding of the Families First Partnership Programme and the Family Help role within an integrated support system.
• Significant experience in children's services, early help, family support, and safeguarding services.
• Excellent knowledge of child development, safeguarding, early intervention, and family support frameworks.
• Experience managing complex risk and delivering services focused on improving outcomes for vulnerable children and families.
• Strong experience building effective partner relationships, communication, negotiation, and influencing skills.

Responsibilities

• Provide strategic and operational leadership for Family Help services, ensuring high-quality, family-centred support.
• Manage and support three Team Managers, fostering leadership and high-quality practice.
• Lead Families First Partnership Programme implementation within Family Help.
• Develop and maintain partnerships with schools, health services, social care, police, voluntary organisations, and community groups.
• Ensure timely assessment of needs and delivery of coordinated plans for children and families.
• Manage change and embed new ways of working while balancing risk.
• Oversee case management, quality assurance, and performance monitoring for effective practice.
• Drive continuous improvement through evaluation, learning, and implementation of best practice.
• Manage budgets, resources, workforce development, and operational performance to a high standard.
• Promote strengths-based, restorative, whole-family approaches to build resilience.
