Job description

MAIN PURPOSE
To take a lead for the provision of high quality reception, administration and information services across the children’s centres locality.

MAIN DUTIES AND RESPONSIBILITIES

  1. To coordinate the reception and administration functions across the children’s centre locality.
  2. To provide high quality information, advice and assistance to ensure that users are able to access relevant information and support services depended on their needs.
  3. Working as part of a team, deliver effective children’s centre based services and a responsive telephone helpline that provides impartial accurate information, advice and guidance to enable customers to access services and support that best meet their needs.
  4. Assist in the delivery of services that provide specific support to referred families that empower them to overcome barriers that prevent them from moving forward and improving their life chances. Working in partnership with parents to promote uptake and ongoing engagement in appropriate support services.
  5. Work collaboratively with colleagues and partners to ensure that a wide range of information is readily available and easily accessed and that at all times this is current, specific, accurate and relevant.
  6. Contribute to the increased take up of a range of services by the neediest families by sharing, through the ongoing service planning process, local knowledge of individual communities in Merton; including levels of need, specific issues around worklessness, benefit take up, poverty etc.
  7. To be the first point of contact for service users, using knowledge of the MWBM and indicators of need to ensure that families needs are assessed and met through the provision of information advice and guidance and ensuring escalation of need as appropriate in-line with local arrangements and safeguarding protocols.
  8. To take a lead for ensuring that the emotional and physical environment is positive and informative for all users.
  9. To be responsible for ensuring that the centres are set up for the day’s activities, solving resource problems quickly and responding flexibly to changes.
  10. To be responsible for checking the safety, cleanliness and order of the Centres on a day to day basis, dealing with minor matters and referring more serious health and safety or safeguarding issues.
  11. To liaise with service leads from across LBM and other partner organisations to ensure that accurate, relevant and up to date information is available to users and that it is displayed in a way that is attractive and accessible.
  12. To take lead responsibility for the collection, input and maintenance of information on the Children’s Centre database and to interrogate data to produce reports for managers within the service.
  13. To ensure the security of record management across the children’s centres ensuring accuracy, confidentiality and security of data and compliance with statutory requirements.
  14. To be the named credit card holder. To liaise with other council departments responsible for Early Years, Childcare and Children’s Centres finance, contracts and payments and external suppliers to ensure smooth administration of the payments system.
  15. Input invoices onto Proactis and other corporate systems as required.
  16. Ensure the centres are fully equipped for service, by coordinating orders and maintaining stock and resources. To develop and maintain inventories enabling effective management and audit.
  17. Assist with the implementation of policies and procedures relating to Child Protection, Health and Safety, confidentiality and data protection and ensure that these are reflected in the day to day operation of the centres.
  18. Work with and apply the local Safeguarding protocols ensuring that at all times the needs of the child remain of paramount importance and that reporting requirements are complied with, ensuring confidentiality of information is respected at all times.
  19. Support the delivery of services that contribute to raising the profile of the Early Years, Childcare and Children’s Centre Services by supporting all opportunities for engagement with professionals and families through participation in organised outreach events, forums, meetings etc.
  20. To analyse and evaluate data/information and produce reports or retrieve information as required.
  21. Support the development and ongoing effectiveness of positive relationships with partner organisations including PV/I providers, Voluntary Sector, Statutory Partners and other departments and services within the authority.

GENERAL

  1. To ensure all services are delivered within the parameters and desired outcomes for the Council’s priorities and key performance indicators. This includes embedding the LEAN processes and Information Boards into everyday working practices.
  2. To support the development and maintenance of strong, forward thinking partnership arrangements with external bodies from a wide range of agencies to include parents and residents, to engage others in supporting, improving and sustaining inclusive and quality early years and childcare practice which impacts positively on children and their families.
  3. To reflect on and develop your own understanding, knowledge and skills to ensure effective performance as part of a workforce committed to the improvement of learning and care opportunities for all young children.
  4. To participate in staff induction, supervision and appraisal.
  5. To use all resources wisely, making recommendations for doing things differently and always ensuring that the processes and systems that underpin your work are cost effective, efficient and meet customers’ needs.
  6. Develop effective working relationships with colleagues and partners (including parents, children and all service users) to inform the work of the directorate and contribute to performance and effectiveness of the department and the Council.
  7. To undertake all duties and interactions with employees, partner providers and customers fairly, without unlawful discrimination and with due regard to the Council’s Diversity and Equality in Employment and Service Delivery policies.
  8. To carry out duties and responsibilities in accordance with the Council’s Core Values, Equal Opportunities Policy, Safeguarding, Health and Safety Policy and all other borough and departmental policies and procedures, in particular the non-smoking policy and confidentiality in line with the Data Protection Act.
  9. To ensure complaints are escalated to line management and that they are responded to in accordance with the Customer Complaints Procedure.
  10. To use computers, specified databases, and other ICT in the normal performance of the duties of the post. To champion data quality in the department, proactively appraising data produced by the department for robustness, ensuring that data quality issues are addressed and corporate requirements are met, as set out in the Council’s Data Quality Strategy.
  11. To brief line manager on all matters which are likely to be subject to publicity whether positive or negative.
  12. To keep up to date with new developments in appropriate fields, attend training sessions and contribute to workshops, seminars and conferences.
  13. To work flexibly and to undertake any other duties commensurate with the post as required by the Locality Lead and or Director of Children, Schools and Families.
  14. Ensure that the Council fulfils its statutory responsibilities as a local authority insofar as they relate to the duties of the post holder.
  15. Represent line managers as required at meetings, conferences, working groups etc promoting the council’s vision and values.
  16. Work proactively and effectively as a member of the team and wider Children, Schools and Families Management.

PERSON SPECIFICATION
Experience / Qualifications / Skills / Knowledge:

  1. To have achieved Grade A – C match and English GCSE or equivalent.
  2. Excellent communication skills, with the ability to communicate effectively face to face, over the phone and in writing with a range of professionals and families.
  3. Extensive experience using ICT effectively, including experience of using customer database systems and intermediate knowledge of Microsoft Office software, in particular Word and Excel eg mail merge, formulas.
  4. Ability to deal with sensitive and confidential information and an understanding of data protection and information sharing principles.
  5. Excellent organisational skills and the ability to prioritise workload and complete tasks within tight deadlines.
  6. Accurate and fast keyboard skills and eye for detail to enable data quality.
  7. Ability to maintain services and the physical environment within a public access building.
  8. An understanding of the role of Children’s Centres and of the different services provided to families and children under 5.
  9. An understanding of Health and Safety legislation and the need to promote safe working practices within a child focused environment.
  10. Some experience of maintaining financial records such as processing invoices and updating budget spreadsheets.
