As a Facilities Manager at HS2 you will deliver a range of facilities services in line with contractual commitments to ensure that the HS2 offices, in the London Property portfolio, are fully operational and set up to a high standard at all times.

About the role:

  • Implement and advise on all facilities legislative requirements, statutory compliance and corporate policies / procedures, monitor to ensure adherence to and compliance across the organisation.
  • Maintain the operational delivery of a facilities service to the business, interacting with both internal customers and external suppliers.
  • Provide input into the setting of the facilities budgets then assume day to day management and control to ensure costs and expenses are maintained within agreed limits.
  • Maintain, manage and monitor all services and external facilities contracts to ensure they are delivered in line with contractual commitments.
  • Carry out audit and spot checks to confirm service delivery by both direct employees and sub-contractors are of the required quality and H&S policies and processes are adhered to, ensuring the wellbeing and safety of all staff at all sites.
  • Coordinate with service delivery functions and liaise with building management teams to ensure the operational management of office moves is completed with minimal disruption to the business.
  • Carry out first line management duties with staff, including disciplinary and employment processes, to ensure the team are fully utilised and deliver against agreed programme of work and contractual commitments.
  • Maintain an in-depth knowledge of facilities management within HS2 in order to act as a technical point of contact and provide information exchange with on-site customers.
  • Oversee day to day operation and strategic management of the estate/buildings on behalf of HS2 in order to support senior management in developing and improving facilities, processes and systems.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all your work and support and comply with all organisational initiatives, policies and procedures on EDI.

About You:

Skills:

  • Ability to operate as part of a cross site team
  • Ability to prioritise a wide range of conflicting priorities
  • Ability to manage change in a matrix structure outside of line management
  • Project management skills including the ability to design and deliver small to mid-sized projects
  • Ability to create and review Facilities processes and procedures (including giving consideration to processes elsewhere within the business) including interface with other key support team processes (e.g. IT, HRSS etc)
  • Ability to deal confidently with staff, contractors and visitors on a wide range of Facilities issues
  • Customer service skills with the ability to prioritise a wide range of conflicting pressures
  • Ability to manage own workload.

Knowledge:

  • Knowledge of corporate Facilities service delivery and line management of direct reports.
  • Knowledge of Procurement and contract management methodology, including experience of NEC4 contracts
  • Knowledge of Health and Safety legislation as applicable to the built environment NEBOSH General Certificate preferred but IOSH Managing Safely may be considered
  • Membership level of the Institute of Workplace & Facilities Management (IWFM) or equivalent.

Types of Experience

  • Experience of corporate Facilities Management operating at a senior level, with several years' experience.
  • Experience of first line management.
  • Experience of Supply chain management and mobilisation of new TFM contracts and outgoing contractors.
  • Financial management experience, including monitoring large budgets and controlling costs.
  • Experience of managing office moves, fit out projects and relocation exercises
  • Work flexibly to meet the requirements of the role. This role is site based and there is a requirement to attend HS2 office locations. There is also a requirement for out of hours working from time to time to support project activities and also emergency response.
