Pormpuraaw is a unique and culturally significant community located on the west coast of Cape York, approximately 500 kilometres from the tip of Australia and just south of the Edward River. It is home to the Thaayore, Wik, Bakanh and Yir Yoront People. In 1986 the Pormpuraaw Aboriginal Community Council gained title to the area by way of a Deed of Grant in Trust, providing Council full local government authority over 466,198 hectares. In 2004, the Council became a Shire Council incorporated under the Local Government (Community Government Areas) Act.
Reporting directly to the Chief Executive Officer, the Executive Manager Operational Services is responsible for leading a wide range of operational services that support the wellbeing and prosperity of the community. These services include infrastructure and asset management, capital works, airport and fleet management, drinking and wastewater, waste services, housing maintenance, parks and gardens, and the Land and Sea Rangers program. The role ensures that operational functions are delivered effectively, transparently and in compliance with legislative and regulatory frameworks, while meeting the targets outlined in Council's Corporate and Operational Plan.
This senior leadership role requires a motivated and capable professional who can manage complex infrastructure projects, oversee asset management, develop strategic service plans, and ensure high standards of customer service. You will demonstrate strong financial management skills with proven ability to prepare and manage budgets, deliver projects within scope and timelines, and control costs effectively. You will bring experience in managing building, civil construction or mechanical operations, supported by excellent project management capability.
The successful candidate will lead by example, displaying integrity, transparency and respect in all decision-making. As a senior leader, the position contributes to future strategic planning and provides guidance and support to staff across multiple areas of operations. The role demands strong problem-solving ability, a commitment to excellent customer service, and the capability to identify growth opportunities that will benefit both Council and the community.
An understanding and respect of Indigenous culture and traditions, combined with a genuine commitment to working with Indigenous people, is critical to success in this position. Tertiary qualifications in Building / Construction / Civil Engineering / Business Management and / or comparable experience is essential. Project management qualifications and Water, WasteWater & Waste Asset Management experience are also highly regarded. Local government experience is advantageous but not essential.
