Job summary

Last Mile is seeking an Estimating Manager to lead the Estimating team and oversee commercial validation for tenders and contracts across utility projects. You will work closely with Sales and Design to produce timely, compliant and strong tenders.

You will build relationships across internal teams and external stakeholders to ensure clear communication and successful tender outcomes. Hybrid working and a strong benefits package support your work-life balance.

Qualifications

• Degree in Construction Management, Engineering, Quantity Surveying or equivalent.
• Experience in utilities sector or similar role.
• Experience using estimating software tools (simPRO or similar).
• Ability to interpret technical drawings and specifications.
• Experience managing commercial or estimating teams.

Responsibilities

• Lead, mentor and develop the Estimating team, ensuring strong performance and development.
• Manage commercial estimating validation for tenders, design variations, contract documents and payments.
• Oversee tender settlement meetings, BoQ library items and project folder conversions.
• Maintain technical and commercial knowledge across utility infrastructure estimating and standards.
• Work with senior leadership, Sales and Design to optimise commercial performance.
• Drive process improvement, compliance, reporting and issue escalation.

As Estimating Manager, youll lead and develop our Estimating team, making sure we deliver accurate, competitive and risk aware commercial estimating validations. Youll oversee regional Bills of Quantities and work closely with our Sales and Design teams to help produce timely, compliant and commercially strong tenders.

Youll also build clear, positive relationships across internal teams and external stakeholders, helping to keep communication open, effective and focused on great outcomes.

Your responsibilities as a Estimating Manager:

• Lead, mentor and develop the Estimating team, ensuring strong performance, effective workload management and continuous professional development.
• Manage commercial estimating validation for tenders, design variations, contract documentation, payment terms and project approvals in line with company procedures and Delegation of Authority requirements.
• Oversee tender settlement meetings, BoQ library items, project folders and the conversion of awarded projects, ensuring all documentation is accurate, complete and compliant.
• Maintain strong technical and commercial knowledge across utility infrastructure estimating, including construction methods, materials, regulations, safety/environmental standards, outputs, rates and the New Roads and Streetworks Act.
• Work closely with senior leadership, Sales, Design and external stakeholders to optimise commercial performance, meet client requirements and support successful tender outcomes.
• Drive process improvement, compliance, reporting and issue escalation, while representing the department in meetings and supporting wider business objectives.

Experience / Knowledge:

• Experience in the utilities sector or a similar role, with a good understanding of utility networks, industry structure, regulations and operational dynamics.
• Previous experience using estimating software tools, preferably simPRO or similar platforms.
• Strong ability to interpret technical drawings and specifications, with a solid understanding of estimating, design, sales and related business processes.
• Previous experience managing commercial or estimating teams.
