Job summary

Qualifications

  • Qualified in engineering, construction, quantity surveying or related discipline.
  • Experience preparing project estimates and cost plans in infra settings.
  • Strong understanding of engineering and construction principles.
  • Commercial awareness with risks and opportunities.
  • Ability to communicate with technical, commercial and operations teams.

Responsibilities

We are currently looking for an Estimating Manager to join our growing team, supporting the delivery of one of the UK's most significant infrastructure programmes. This is a fantastic opportunity to play a key role within a high-profile portfolio of projects while developing your career in a dynamic and supportive environment.

Working as part of an established estimating function, you will help build and strengthen our estimating capability across a range of frameworks and projects, supporting both tender submissions and project budget development. Reporting to a Senior Estimating Manager, you will work closely with project, commercial, design, and delivery teams to produce robust and accurate estimates that support business growth and project success.

Role Responsibilities
  • Develop accurate project estimates and target costs that reflect scope, programme, risks, opportunities, and delivery assumptions.
  • Support the preparation of estimates for tender submissions, client proposals, and project budgets across a portfolio of infrastructure projects.
  • Ensure all estimates are prepared in accordance with governance requirements, commercial procedures, and client expectations.
  • Build and maintain cost models, estimating databases, benchmarks, and pricing information to support consistent and high-quality outputs.
  • Identify, assess, and quantify project risks and opportunities, providing cost advice to support effective decision‑making and value optimisation.
  • Collaborate with project, engineering, design, commercial, and supply chain teams to develop robust cost plans and obtain accurate market pricing.
  • Produce estimate reports, benchmarking studies, cost analyses, and supporting documentation for internal and client reviews.
  • Present and defend estimates through governance and approval processes.
  • Support continuous improvement initiatives within the estimating function, ensuring consistency of approach, quality, and best practice.
  • Contribute to the development of estimating methodologies, tools, and processes across projects and frameworks.
Essential
Skills, Experience and Qualifications
  • HND, Degree, Degree Apprenticeship, or equivalent qualification in Engineering, Construction, Quantity Surveying, Commercial Management, or a related discipline.
  • Experience preparing project estimates and cost plans within engineering, construction, or infrastructure environments.
  • Strong understanding of engineering and construction principles and methods.
  • Commercial and contractual awareness with the ability to understand project delivery risks and opportunities.
  • Experience developing and analysing cost estimates, pricing models, and project budgets.
  • Strong analytical and critical thinking skills with excellent diligence.
  • Ability to communicate effectively with technical, commercial, and operational stakeholders.
  • Experience working collaboratively across multidisciplinary teams.
  • Proficiency in estimating tools, spreadsheets, and cost management systems.
Desirable
  • Experience working within regulated infrastructure environments such as nuclear, defence, water, transportation, energy, or similar sectors.
  • Knowledge and experience of NEC forms of contract.
  • Experience supporting framework, programme, or major project delivery.
  • Understanding of risk‑based estimating techniques and cost assurance processes.
  • Membership of, or working towards membership of, a relevant professional institution.
