Job description

The Home Office works to build a safe, fair and prosperous UK. We achieve this through our work on counter-terrorism, policing, fire, crime, drugs policy, immigration and passports.

Corporate and Delivery Directorate works closely with the Home Office’s policy and operational commands to enable us together to deliver the department’s priorities. The directorate is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.

This is an exciting opportunity to join the Home Office Property Services (HOPS) Team as an SEO Estates, Strategy and Planning Manager. The role will be located in the Midlands with focus on a portfolio across the West and East Midlands with a requirement to support property lease events, by working with our G7 Estates Surveyor reviewing documentation and producing governance reports for our Estates Investment Board and Cabinet Office approvals.

The Estates, Strategy & Planning Manager will work closely with stakeholders, professional colleagues, delivery partners, GPA and the key business leads across their geographical portfolio, ensuring each site operates to its optimum capacity by building strong working relationships and strategic planning of change projects in your region.

You will be the face of Strategy and Planning at a regional level, capturing, influencing, resolving and planning estates requirements while also providing feedback on local constraints and priorities into the wider HO and Government estates strategy.

Key responsibilities:

  • Review lease documents (e.g. TOAs, MOTOs, commercial leases) with Estates Surveyors to ensure alignment with business needs and strategic priorities.
  • Prepare governance reports and applications for approvals, including Cabinet Office submissions and Estates Investment Boards.
  • Build effective relationships with local stakeholders to understand operations, estates requirements, and long-term strategies.
  • Champion strategic initiatives such as hybrid working by promoting effective occupier behaviour and optimising desk-to-FTE ratios.
  • Maintain accurate people data for each site, including FTE, recruitment plans, desk numbers and usage to support strategic estate planning.
  • Monitor lease events, identify underutilised or vacant space, and lead on reallocation opportunities, influencing senior stakeholders as needed.
  • Manage estates change projects from planning through to delivery, ensuring requirements are captured and communicated clearly.
  • Collaborate with internal teams (e.g. FM, H&S, Sustainability, PMO) and external partners to deliver estate solutions and identify opportunities for investment or savings, including line management of 1–2 staff.

Working pattern

Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.

Training

As part of continuous improvement and professional development there is an expectation that you will have a willingness to work towards a Property Professional membership or qualification. Funded learning and development to support progress in your role and career will be made available. This includes industry recognised qualifications and accreditations, coaching, mentoring and talent development programmes.

Travel

Frequent travel to London, and within the UK and your portfolio will be required in line with business requirements.
