Job description

The post holder will be responsible for the integrity of the Mechanical, Electrical, Building and Fabric infrastructure and for providing specialist technical advice to the day-to-day management of the Trust's buildings with regard to breakdowns, planned preventative maintenance and minor works projects whilst providing expert advice on all aspects of Estates Specialist Services.

This role includes responsibility for the development and implementation of the maintenance strategy for all estates assets, ensuring full compliance and identification of risks/issues as they arise management of all estates building and engineering staff, specialist contractors and consultants.

The post holder shall ensure that all plant and equipment is serviced and maintained throughout the Trust's property, in accordance with Statutory and Trust requirements.

The post holder will be responsible for the supervision and management of the Estates Officers and their team of in-house multi-skilled maintenance team, as well as coordination of specialist contractors.

The post holder will assume the role of the site lead electrical Authorised Person and provide specialist advice and duties as defined by HTM 06.

The role will also include responsibility for ensuring that the site has compliant value-for-money service contracts for all specialist Estates maintenance services.

Main duties of the job

Oversee the Estates Computer Aided Facilities Management (CAFM) system.

Ensure an appropriate system of Planned Preventative Maintenance (PPM) is in place and kept up to date.

Ensure that the PPM schedules within the CAFM system are updated as required.

Ensure that an accurate asset register is collated and maintained.

Oversee the Estates Department's information management system to ensure that appropriate records and certificates are retained to ensure that the hospital can readily demonstrate maintenance statutory and mandatory compliance.

Ensure that all work, undertaken by both in-house resource and external contractors, is compliant with all legislation.

Carry out and document regular audits to measure quality and performance of the tasks undertaken.

Adhere to standing financial instructions and ensure value for money on all tenders and purchases. Additionally, place orders for materials and services.

Through audit processes demonstrate compliance with all relevant legislation, Safety Alerts, HTM's, safe systems of work, Approved Codes of Practice.

Be responsible for updating the hospital and Trust Risk Register. Collate key estates information required by NHS England Premises Assurance Model (PAM).

Ensure Authorised Person (AP) and Responsible person (RP) accreditations

Provide specialist engineering technical support and advice to the Estates operations team.

Be responsible for ensuring appraisals and Statutory and Mandatory training.

Qualifications
  • Educated to HND/Degree level in a Building Services Engineering or Electrical engineering or equivalent experience.
  • Quality Improvement training or qualification
Experience
  • Detailed working knowledge of HTM's and HBN's
  • Detailed working knowledge of Preventative and Reactive maintenance regimes.

  • Takes the initiative to establish immediate credibility with a range of internal and external stakeholders

Knowledge
  • Extensive knowledge of the maintenance of building services in large complex buildings
  • Knowledge gained through the route of craft/technician and estates management level and preferably in the NHS and up to Post Graduate Education level
  • Previous knowledge of health sector Estate management
