Job description

The Essex Property team manages and maintains the Essex County Council’s (ECC) estate, valued at £1.7bn, covering approximately 350 buildings and around 1,500 sites, including residential care, waste facilities, country parks, and schools. ECC aims to deliver an estate strategy that achieves best value while supporting service delivery.

ECC has a 15-year partnership with a delivery agent responsible for all property and facilities operational functions. The team acts as the Corporate Landlord for ECC, providing strategic, intelligent client functions, including corporate policy, strategic advice, and managing transactional and property management services procured through the Mitie contract.

The Estates Manager, collaborating with ECC Service Managers, will focus on property strategy, estate management, and projects supporting the property strategy. The role involves working with suppliers and stakeholders to enhance property management efficiency and ensure proper stewardship of the ECC estate.

Accountabilities

  1. Manage and commission property services to implement the Council’s Property Strategy and related policies.
  2. Utilize specialist skills and experience to ensure the effectiveness of the Corporate Landlord function.
  3. Provide professional support and expertise on property matters to team members and partners.
  4. Establish and maintain effective communication and relationships with internal and external stakeholders to optimize service potential and asset use.
  5. Contribute to Essex Property service outputs, ensuring value for money and accurate in-year expenditure.
  6. Offer expert advice and guidance to ECC as needed.
  7. Ensure compliance with all relevant regulations.
  8. Manage a caseload of property projects, ensuring integration and coordination with the property strategy.
  9. Commission and oversee works from suppliers, monitoring and evaluating project outputs.

The Experience You Will Bring

  1. Educated to RFQ Level 6 or equivalent.
  2. Evidence of ongoing professional development and membership in a relevant property or facilities professional body.
  3. Extensive experience in Property Management, including strategic reviews, transactional work, and project implementation.
  4. Ability to instruct work to partner consultants and project managers effectively.
