Job Summary
As our Head of Security and Resilience you will protect the assets, people and places integral to generating Submarines ready for operations. This is a stretching G6 role with significant exposure to complex security challenges in a unique and highly regulated operational environment.
The post holder will be responsible for establishing a new function to support Director Submarines and constituent teams to deliver the required security effects and outcomes. They will provide immediate expertise and leadership to respond to priority work and will finalise the functional design, secure and onboard resourcing (likely to be a mix of external support and civil service) and create and deliver an implementation plan for a sustainable solution.
The post holder will build the machinery and relationships to operate effectively across the Directorate, the Navy, the Defence Nuclear Enterprise and with regulators. The role would suit an experienced security professional with proven experience of leading across organisational boundaries, within a large central business unit or portfolio to deliver improved security and resilience outcomes.
The postholder will need to ensure that they remain up to date with security and resilience related developments, including policy, regulations (including nuclear security regulations) and best practice both within the department and externally.
The postholder reports to the Navy Nuclear Portfolio Director (SCS1*) who in turn reports to the Director Submarines. Initially the postholder will not have line management responsibilities but will take this on when the function is defined and resources secured.
The post will be based in either Portsmouth NCHQ or London Main Building, with the expectation of regular travel between the two sites and occasional travel to other defence locations including HMNB Clyde and Devonport.
The post is available on a 2 year loan. During this period permanent terms of reference for the post required to lead the function will be developed, in line with the finalised functional design.
Job Description
- Establish the new Security and Resilience function, including securing resource and defining & delivering the functional activities required to provide an assured position for Director Submarines.
- Own the operating model for the security and resilience functions in the Directorate. In collaboration with key stakeholders, review and update to improve outcomes and align with policy updates and best practice.
- Act as the lead customer for gathering, maintaining and analysing data on Directorate key security risk and resilience measures.
- Own the development and delivery of the Security and Resilience Directorate Board, as the governance vehicle to support improved security and resilience outcomes and security risk management.
- Provide verbal and written briefing to the Director Submarines on security and resilience related issues – both routine and time critical. Provide briefing and support to the Chief of Staff (or other nominated individual) representing the Director Submarines at Navy Command Security and Resilience Board meetings.
- Act as Directorate SPOC for the Principal Security Advisers office, coordinating staffing for risks raised by the Directorate and responding to requests for information from wider NCHQ and the Defence Nuclear Enterprise.
- Act as liaison for Project Security Officers for major Directorate Projects, in line with JSP440, liaising with Programme Directors and Programme Managers.
- Attend the Defence Nuclear Enterprise Security Working Group and other relevant MOD and Navy working groups.
- Lead promotion of security resilience in the Directorate, including promoting updates to MoD/ Navy security and business continuity guidance and practice.
