Job summary

Kingdom Local Authority Support is seeking an Environmental Enforcement Team Leader to head frontline operations for Welwyn Hatfield Borough Council. The role combines environmental enforcement with team leadership to uphold service delivery and compliance standards.

The successful candidate will motivate the team, liaise with the Local Authority, and ensure enforcement activities are delivered professionally. Requires own vehicle and UK driving licence.

Qualifications

• Experience in a Team Leader, Supervisor, or Management role is essential.
• Strong communication and stakeholder management skills.
• Proven ability to lead and motivate a team while maintaining performance standards.
• Able to work outdoors and conduct foot patrols as required.
• Must have own vehicle with full UK driving licence.

Responsibilities

• Lead frontline environmental enforcement duties and issue Fixed Penalty Notices (FPNs).
• Monitor team performance, conduct, and daily operations.
• Support delivery of enforcement services across the borough.
• Act as a key contact for the Local Authority and other stakeholders.
• Investigate complaints and respond to public concerns professionally.
• Produce reports, statistics, and support administrative requirements.
• Train, coach, and mentor team members.
• Ensure compliance with legislation, council requirements, and procedures.
• Prepare case files and assist enforcement investigations when needed.
• Support audits, documentation, and continuous improvement initiatives.
• Conduct patrols and enforcement activities across the borough.

ENVIRONMENTAL ENFORCEMENT TEAM LEADER

Location: Welwyn Hatfield Borough Council, AL8 6AE
Pay: £15.68 per hour
Hours: 37.5 hours per week

Shifts: 5 out of 7 days, Monday to Sunday, 07:00 - 15:00

Requirement: Must have own vehicle with full UK driving licence

About the Role

Kingdom Local Authority Support is looking for a confident and experienced Environmental Enforcement Team Leader to lead frontline operations within Welwyn Hatfield Borough Council.

This role combines environmental enforcement duties with team leadership responsibilities, ensuring high standards of service delivery, compliance, and performance. You will play a key role in reducing environmental crime while supporting, motivating, and developing your team. The successful candidate will work closely with the Local Authority, ensuring enforcement activities are delivered professionally and effectively.

Key Responsibilities

• Leading by example by carrying out environmental enforcement duties and issuing Fixed Penalty Notices (FPNs)
• Monitoring team performance, conduct, and daily operational activities
• Supporting the effective delivery of environmental enforcement services across the borough
• Acting as a key point of contact for the Local Authority and other stakeholders

What We're Looking For

• Previous experience in a Team Leader, Supervisor, or Management role (essential)
• Strong communication and stakeholder management skills
• Ability to deal with challenging situations confidently and professionally
• Proven ability to lead and motivate a team while maintaining performance standards
• Good organisational, administration, and reporting skills
• Proactive, reliable, and able to work independently using initiative
• Comfortable working outdoors and conducting foot patrols throughout the working day
• Knowledge of environmental enforcement legislation is desirable
• Full UK Driving Licence and own transport required
• Must be able to provide a full 5-year checkable employment history
• Basic DBS check required
