Job summary

Kingdom Local Authority Support is seeking an Environmental Enforcement Team Leader to guide frontline operations for Welwyn Hatfield Borough Council. You will lead a team, carry out environmental enforcement duties, issue Fixed Penalty Notices, and drive performance across patrols and reporting.

The role requires hands-on leadership, strong stakeholder management, and the ability to work outdoors in all weather conditions. A full UK driving licence and a clear 5-year history are essential.

Qualifications

• Experience in a Team Leader, Supervisor, or Management role.
• Strong communication and stakeholder management skills.
• Full UK Driving Licence and own transport required.
• Must be able to provide a full 5-year checkable employment history.
• Basic DBS check required.

Responsibilities

• Leading frontline environmental enforcement duties and issuing Fixed Penalty Notices (FPNs).
• Monitoring team performance and daily operations.
• Supporting delivery of enforcement services across the borough.
• Acting as a key contact for Local Authority and stakeholders.
• Investigating complaints and responding to public concerns.
• Producing reports, statistics, and supporting admin requirements.

ENVIRONMENTAL ENFORCEMENT TEAM LEADER

Location: Welwyn Hatfield Borough Council, AL8 6AE
Pay: £15.68 per hour
Hours: 37.5 hours per week
Shifts: 5 out of 7 days, Monday to Sunday, 07:00 - 15:00

About the Role

Kingdom Local Authority Support is looking for a confident and experienced Environmental Enforcement Team Leader to lead frontline operations within Welwyn Hatfield Borough Council.

This role combines environmental enforcement duties with team leadership responsibilities, ensuring high standards of service delivery, compliance, and performance. You will play a key role in reducing environmental crime while supporting, motivating, and developing your team. The successful candidate will work closely with the Local Authority, ensuring enforcement activities are delivered professionally and effectively.

Key Responsibilities

• Leading by example by carrying out environmental enforcement duties and issuing Fixed Penalty Notices (FPNs)


• Monitoring team performance, conduct, and daily operational activities


• Supporting the effective delivery of environmental enforcement services across the borough


• Acting as a key point of contact for the Local Authority and other stakeholders


• Investigating complaints and responding to public concerns professionally


• Producing reports, statistics, and supporting administrative requirements


• Training, coaching, and mentoring team members


• Ensuring compliance with current legislation, council requirements, and company procedures


• Preparing case files and supporting enforcement investigations when required


• Supporting audits, documentation management, and continuous improvement initiatives


• Conducting patrols and enforcement activities throughout the borough

What We're Looking For

• Previous experience in a Team Leader, Supervisor, or Management role (essential)


• Strong communication and stakeholder management skills


• Ability to deal with challenging situations confidently and professionally


• Proven ability to lead and motivate a team while maintaining performance standards


• Good organisational, administration, and reporting skills


• Proactive, reliable, and able to work independently using initiative


• Comfortable working outdoors and conducting foot patrols throughout the working day


• Knowledge of environmental enforcement legislation is desirable


• Full UK Driving Licence and own transport required


• Must be able to provide a full 5-year checkable employment history


• Basic DBS check required
