Job description

Assist in the development and provision of efficient, effective and customer focussed services on a neighbourhood basis including engagement with stakeholders. This includes providing business administration, technical and financial support for citywide services.

Carry out day to day monitoring and enforcement of environmental issues and contraventions of relevant legislation.

To provide a professional service investigating, resolving and responding to enquiries and complaints, thereby reducing avoidable contact in future.

Assist in the monitoring of performance across the managed services ensuring that standards are maintained and enhanced.

Assist in the design and delivery of projects across the managed services and responsible for the performance management of contractors including data collection and management.

To provide a customer focused service for internal and external customers which is focused on excellent delivery, service improvement and maximising efficiency.

To contribute to the delivery of an effective and focused environmental service for the council ensuring that Norwich is a safe and attractive place for our residents, visitors and users of all services.

Job Description

Provide a visible presence and seek to change poor behaviour in the public through education, advice and contributing to and taking enforcement action against environmental crimes, using the full range of powers available to the council

Contribute to the efficient and successful delivery of services, including problem solving of locally embedded and evidenced neighbourhood issues, working positively, proactively and effectively with all other stakeholders

Carry out engagement with stakeholders as required

Undertake case work investigating and resolving incidents and complaints. Decide upon the most appropriate course of action including enforcement action (including issuing enforcement notices where appropriate and as directed) following appropriate guidelines, policies, experience and advice

Provide timely, efficient and accurate communications to stakeholders as required by the needs of the services including timely and effective responses to customer enquiries and complaints

Understand and apply the professional standards required when dealing with all aspects of the services

Inspect and monitor works carried out by the council’s contractors, partners and others in accordance with set terms and conditions, ensuring safe practices and appropriate standards of workmanship. Record and report findings and take follow up action as necessary to resolve issues, including service delivery failures. Manage performance of contractors including data collection

Monitor performance and analyse trends and issues of service delivery, benchmark against other providers and review processes to ensure that services are delivered efficiently in accordance with risk, need and demand and at best value-for-money

Deliver tangible improvements to services through an integrated approach with other stakeholders

Assist in the design and delivery of projects associated with the delivery of the Norwich 2040 City Vision

Collate information and provide reports as requested

Deal with queries, liaising with internal and external contacts and providing advice and guidance where required

Deliver services in accordance with key performance indicators, service standards and quality systems

Lead on work priorities/objectives set by manager

Comply with relevant statutory legislation in relation to roles/duties

Responsibilities

Duties and responsibilities must be carried out in accordance with relevant Council policies and procedures, within legislation and any code of professional ethics of relevant professional body

Skills Required

Ability to conduct investigations understanding the issues and motivations involved and provide a managed outcome

Ability to negotiate successful outcomes with partners, contractors and others

Ability to plan and carry out project/casework work to achieve improvements and resolve local issues

Communicate effectively with colleagues and the public at all levels, orally and in writing

Educational Requirements

Evidence of a good standard of general education including English and maths
